Cherokee Nation Strategic Programs is seeking a Functional Property Management Specialist III for a contract with the Department of State (DoS) providing Administrative, Program and Services Support.  The position is located at the National Capitol Region (NCR) area. This position is located in the Countermeasures Directorate (C), Bureau of Diplomatic Security (DS). 

Essential Duties and Responsibilities:

  • This position may require extensive overseas and/or domestic travel.
  • Proven ability to directly support overseas logisticians on the use of the Department of States system of record; Integrated Logistics Management System (ILMS), the Secure-Integrated Logistics Management system (S-ILMS), Mobile Asset advantage and as directed the use of core CMMS (IBM Maximo) and mobile CMMS
  • Provide oral and written advice on specific issues regarding Standard Operating Procedures (SOP), Contracts, Memorandums, and periodic logistics reports pertaining to the procurement handling, programing and inventory/accountability of all DS equipment deployed worldwide;
  • Responsible for annual inventory reconciliation of all geographic regions of DS property using the Integrated Logistics Management System (ILMS), the Secure-Integrated Logistics Management system (S-ILMS), Mobile Asset advantage and as directed the use of core CMMS (IBM Maximo) and mobile CMMS;
  • Ensure that DS field personnel are adhering to all relevant Foreign Affairs Manual and Foreign Affairs Handbook (FAM/FAH) regulations regarding property management;

Supervisory/Management Authority:

  • This position will not have supervisory or management authority

Education and/or Experience:

  • A Bachelor’s degree in Logistics or a closely related field is preferred
  • A High School Diploma is mandatory
  • Six (6) to ten (10) years logistics experience; preferably with the Military, Dept. of Defense or Department of State is highly desired

Knowledge, Skills and Abilities: 

  • Thorough knowledge and understanding of DS property to include the items used and installed by field offices;
  • Thorough knowledge of the DOS shipping regulations and process
  • Have a basic understanding of all relevant Foreign Affairs Manual and Foreign Affairs Handbook (FAM/FAH) regulations regarding property management
  • Must have OSHA certification
  • Certified Professional Property Specialist (CPPS) is strongly desired
  • Excellent communication skills; both oral and written
  • Ability to work autonomously and in a team environment
  • Must be a U.S. Citizen
  • Must have an Active Passport and the ability to travel frequently 
  • An Active Secret Clearance is require; a Top secret (TS) Clearance is Preferred
  • Must be able to obtain a TS clearance within a reasonable time frame
  • Successfully pass a drug screen and federal background check

Work Environment:

  • This position is performed in a warehouse environment
