Financial Analyst 4 - Workforce Services & Development

For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Financial Analyst to work in a dynamic and fast-paced environment. You will be responsible for developing, implementing and stewarding our workforce development and operations activities, independently performing budgetary analyses and resource management duties, developing financial policies and procedures and participating in challenging projects for the Office of the Chief Financial Officer (OCFO).  You will serve in a leadership capacity in the execution of multiple directorate strategic focus areas and provide oversight, work direction, and guidance for a staff of six financial and administrative personnel. This position is in the OCFO AD Office.

Essential Duties
- Lead the development and execution of the OCFO financial discipline training strategy and the Directorate’s career development program.
- Lead the establishment of a mentoring program for financial professionals.
- Lead the development and execution of the OCFO organizational communication strategy.
- Develop, implement and oversee OCFO financial policies, procedures and strategy for financial policy identification, development, compliance and management.
- Manage and oversee financial functions in the OCFO AD Office, including formulating and executing the OCFO budget.
- Develop, lead and manage OCFO workforce activities to include employee training, development, engagement and communication; including leading and/or participating on financial/operational working groups, project teams, and process improvement efforts.
- Oversee OCFO operations functions including procurement, property, facilities/safety, and administration.
- Perform other duties as assigned.

Qualifications
- Bachelor’s Degree in Accounting, Finance, Business or a related field, or equivalent combination of education and related experience.  Extensive relevant exempt experience; or a CPA, advanced degree or professional certification in a financial or business-related field and several years of relevant exempt experience.
- Comprehensive knowledge of and expertise in applying and interpreting complex financial and accounting concepts, policies, and procedures, including applicable contractual/regulatory guidelines and requirements (e.g. Contract 44, GAAP, CAS).
- Extensive expertise in applying skills to independently research, interpret, analyze, compile, and present data and information.
- Extensive expertise in advanced decision making, problem-solving and analytical skills to independently solve highly complex issues requiring mature judgment, discretion and tact; experience negotiating desirable outcomes.
- Excellent verbal and written communication skills which exhibit judgment, tact and discretion and reflect an understanding of target audiences. Ability to efficiently and effectively craft communications that address complex needs/requirements, and present information to financial and non-financial audiences both internal and external to the Laboratory.
- Extensive expertise using interpersonal skills to effectively explain, negotiate, persuade and build consensus among diverse stakeholders; demonstrated ability to establish and maintain effective working relations with all levels of personnel, both internal and external to the Laboratory.
- Extensive experience in independently devising new approaches, perform assignments and make decisions without appreciable direction from management.

 

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
