Finance Program Control Manager

The High Consequence Missions (HCM) Finance Team in Dulles, VA is seeking a highly motivated Lead Business Analyst to join the Cybersecurity and Special Missions (CSM) Mission Area of Raytheon’s Intelligence, Information and Services (IIS) division.
The successful candidate will be the Lead and subject matter expert Finance support for a $70 million dollar + per year Contract. This position will support and lead all aspects of financial support of the contract. Specific areas of responsibility included but are not limited to the following:
  • Supervise/mentor financial analyst also supporting contract
  • Development of time-phased budgets, forecasting and analysis of bookings, sales, profit, and cash
  • Development of quarterly estimate at completion (EAC) utilizing the corporate EDIT + tool
  • Preparation and presentation of program financial deliverables (internal and external)
  • Management of contract funding associated with numerous funding entities
  • Communication of program financial risks and opportunities (R&O) relative to both the financial forecast (Booking, Sales, and Profit), as well as R&O against the EAC
  • Support to new business initiatives and engineering change proposals (ECPs)
  • Support program billings and cash requirements
  • Perform ad-hoc analysis and data integrity checks to review and validate program cost performance.


Required Skills:
  • Requires a related university degree or equivalent experience and a minimum of 6 years of prior relevant experience.
  • At least 6 years of related finance experience in Program Control, EVMS, Accounting, FP&A or Pricing
  • Understanding of Raytheon financial and accounting policies and procedures.
  • Ability to interface effectively with Program Management team and other functional organizations
  • Experience with numerous contract types (CPFF, CPAF, FFP LOE, T&M)
  • Demonstrated experience with SAP accounting system tools
  • Knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS) and Generally Accepted Accounting Principles (GAAP)
  • Self-starting, motivated individual with excellent written and oral communication skills
  • Complex analytical and problem solving skills
  • Proficient using Microsoft Office suite (Word, Excel, Powerpoint, etc)
  • Active Top Secret clearance with TS/SCI strongly preferred (ability and willingness to obtain will be considered)
Desired Skills:
  • Strong financial/business acumen including Financial Planning & Analysis (FP&A) theories and processes
  • Experience with RTN Gate 4, 5 and 11 Processes

Required Education (including Major):
  • Requires a university degree or equivalent experience and a minimum of 6 years of prior relevant experience.
