Overview:

SAIC seeks to support U.S. Space Command Directorate of Intelligence, USSPACECOM J2, in performing critical operational intelligence and related subtasks to support assigned missions.  These subtasks include but are not limited to:

·         Target development, administration, and automation

·         Collection management, planning and assessments

·         Analysis and production to develop, refine and execute Indications and Warning (I&W); monitor and report on adversary Operational Readiness & Disposition (OR&D), develop and maintain a Common Intelligence Picture (CIP); and produce other operational and finished intelligence to support CDRUSSPACECOM needs

·         Joint intelligence planning to support USSPACECOM future operations, crisis action, and deliberate planning; global integration with other CCMDs; and engagement with allies, other foreign partners, and the commercial sector

·         Foreign disclosure to facilitate information sharing and partner integration

·         Information technology to support communication, integration, and analysis, to include data visualization, automation, machine learning, and tool development

·         Intelligence coordination, liaison, representation, and advocacy with the interagency and the whole of government

·         Counterintelligence (CI) and Human Intelligence (HUMINT) authorities execution

·         Personnel security, physical security, and Controlled Access Program (CAP) administration

·         Manpower, personnel, financial, and facilities administration

·         Tradecraft development and training for space operational intelligence professionals to include analysts, collection managers, planners, etc. and support to the Space Operations Force

Job Description

·         Assists the J21 in project management functions to include the gathering of customer requirements, integration of facility, security and unique IT and mission capabilities, advocacy of requirements with host organization, tracking of project execution funding and budgeting.

·         Assist the J21 in tracking each project through host organizations tracking system and remediate any issues to keep the projects on schedule.

·         Coordinate facility work orders at the Intelligence Coordination Cell (ICC) / Joint Operations Center (JOC) and track the facility maintenance budget.

·         Coordinate any requirements for lease facility acquisition by USPACECOM J2 / JIOC.

 

Required:

·         At least 6 years of experience related to this labor category with at least a portion of the experience with the last 2 years.  8 years of experience is preferred. 

·         Bachelor’s degree in an area related to this labor category from a college or university accredited by an agency recognized by the U.S. Department of Education. An additional 4 years of related experience may be substituted for a Bachelor's.

·         Demonstrates ability to work independently and with minimal oversight.

·         Demonstrates in-depth knowledge and understanding of the facility operations and management.

·         Demonstrates the ability to gather customer requirements, support integration of facility, security and unique IT and mission capabilities, advocate the requirements with host organization, and track of project execution funding and budgeting.

·         Demonstrates ability to track facility projects through and remediate any issues to keep the projects on schedule and within budget.

·         Demonstrates ability to track overall facility operations and maintenance budgets and report out findings to management.

·         Demonstrates comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category.

·         Demonstrates ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced.

·         Demonstrates ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.

·         Demonstrates ability to use logic when evaluating and synthesizing multiple sources of information.

·         Demonstrates ability to produce timely, logical, and concise reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic / soft copy matrices and / or web-enabled formats.

·         Demonstrates ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skills.

·         Demonstrates ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols.

·         Demonstrates ability to recognize nuances and resolve contradictions and inconsistencies in information.

·         Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence.

·         Demonstrates ability to lead teams in researching multifaceted or critical problems.

 

Clearance:  must currently possess a TS/SCI; a polygraph may be required to be obtained after start date.
