Parsons is seeking a Facilities Advanced Analyst to provide Real Property Management support to include military construction (MILCON) planning and programming, facility acquisition strategy, basing and siting studies, area development planning, construction, maintenance and repair project development (DD Form 1391), and program level cost estimating. Also requires facility criteria development, Design and Planning Charrettes, design authorization development and review, management of MILCON, Unspecified Minor MILCON, Planning and Design, O&M and RDT&E planning and construction funding. Must work closely with other offices to coordinate actions. Ability to develop clear and concise briefings to update Agency staff on all aspects of Real Property and MILCON is essential.

  • Development of acquisition strategy and all aspects of programming an annual MILCON program
  • Facility criteria and Facility Requirements Document development
  • Military Construction Planning and Programming i.e. DD Form 1391 development and cost estimates
  • Apply Title 10 U S Code and DoD policy in planning and programming real property projects
  • Organizes and facilitates MDA Facility Panels and Real Property Working Group
  • Develops and reviews design authorization, authority to award, Info Papers, studies, etc.
  • Prepares MILCON reprogramming packages and politically sensitive congressional notifications
  • Real Property Policy and procedures
  • Drafts and coordinates MILCON briefings for updates to staff, OSD and Congressional Staffers
  • Coordinate with budget office to track project obligations and provide input to reports
  • Develop and coordinate Real Property briefings for the MDA staff
  • Balance Sustainment, Restoration and Modernization requirements into prioritized 1-N list.
  • Draft staffing packages for FD and the Agency staff on real property planning and programming issues
  • Interpret and apply MILDEP and Financial Management Regulation policy to Agency real property acquisition
  • Develop Construction Work In Planning/Progress curves for OSD submittal
  • Support development and coordination of annual MILCON budget exhibit and support briefings
  • Develop Area Development Plans
  • Facilitate and/or participate in planning and design charrettes
  • Review and update of MDA real property Directives, Instructions, Manuals and Standard Operating Procedures
  • Coordinate leasing issues with GSA
  • Facility Condition Assessments
  • Draft input for MILCON Appeals, reclamas and responses to Requests for Information by Congressional staff
Experience Requirements:
  • 13+ years of relevant experience
  • MA/MS in a related Field. A BA/BS in any field may be substituted for the MA/MS in a related field with an additional total of 16 years relevant experience.
  • Military staff experience at Major Command or Pentagon level
  • Familiarity with the Planning, Programming, Budgeting System (PPBS)
  • Working knowledge of U.S. Code and the DoD Facility Acquisition Regulations
  • Familiarity with DoD Financial Management Regulations and application of funding for MILCON, Minor Construction, Repair and Maintenance and Sustainment, Restoration and Modernization
  • Proficiency in Military Real Property Management and reconciliation processes
  • Development of DD Form 1391 and use of the UFC cost guide
  • Project reprogramming
  • Budgeting for MILCON, Planning and Design and S/RM
  • Working with DoD Design and Construction Agents
  • Basing and Siting studies
  • Facility Assessment
  • Proficiency with all MS Office tools (especially Word, Power Point and Excel)
  • Must have or be able to obtain a Secret Security Clearance
