F-16 MMC Sustainment Program Manager

The Airborne Processors directorate within the SAS Integrated Communication Systems (ICS) organization is seeking a Program Manager to lead the growing suite of F-16 Modular Mission Computer (MMC) Upgrade and Sustainment Programs. The F-16 Fighting Falcon is the world’s most capable 4th generation multi-role fighter, serving as the workhorse of the fighter fleet for 28 customers around the world. The F-16V, the latest F-16 configuration, includes numerous enhancements designed to keep the aircraft at the forefront of international security. This latest configuration has opened up a significant FMS market and the USAF Service Life Extension Program has extended viability of the platform through ~2050 thus creating a substantial business base for many years to come.

The F-16 MMC Sustainment Program Manager (PM) will be responsible for leading and growing the Upgrade, Repairs, and Spares business. The portfolio of programs supports multiple configurations of the MMC and spans USAF/DoD and International FMS & DCS customers. The successful candidate will be accountable for meeting all financial, program management and customer commitments, to execute the programs on schedule and within budget. They will incorporate PM and Operational best practices to drive efficiencies and improve affordability of the products. In order to effectively grow the business, this leader will build and maintain strong customer relationships, both internal and external to Raytheon. They must be able to collaborate with ABP and ICS leadership teams to achieve necessary business objectives. Additionally, the PM will identify the necessary resources and build a team to capture the market for DCS spares and repairs.

This position will also require a significant amount of proposal management experience to lead and execute multiple concurrent proposals that are frequently in work.
The position will be based in the Dallas North Building facility but will require regular travel to the McKinney site.

Basic Qualifications (Required Skills):
  • Minimum of 10 years of professional related working experience
  • Strategic leadership experience with full Profit & Loss (P&L) responsibility of at least $25M
  • High level of proficiency in PM Best Practices in the areas of IPDS, Earned Value Management, Program Cadence, Gate Reviews, IMP/IMS management, Risk and Opportunity Management, Program Staffing, and Production Manufacturing Metrics.
  • Production PM experience with a diverse set of customers (DoD, FMS, DCS, Primes) and contract types (T&M, FFP, IDIQ)
  • Experience as a Proposal Manager with in-depth knowledge of the cost estimating and TINA proposal process
  • High business acumen with contract negotiation experience
  • Experience executing Multi-Year and IDIQ contracts
  • Existing Secret clearance with the ability to obtain special accesses
  • PM Cert Level 4 or equivalent external certifications
  • Clearance required day 1 AND role requires access to US only data
  • U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.

Desired Qualifications:
  • Experience managing Aircraft Integration, USAF and/or Lockheed Martin programs.
  • Hands-on experience with Circuit Card Design and/or Assembly
  • In depth knowledge of EX/IM Requirements and Processes
  • Strong understanding of Space & Airborne Systems business practices, portfolio of products and technologies.
  • Experience executing programs with significant IDS CCA and CMC Fab and Assembly Content
  • Experience managing and mitigating risk of Diminished Manufacturing Sources (DMS)
  • Proven ability to proactively identify and execute cost reduction initiatives using Raytheon Six Sigma and Lean Manufacturing principles
  • Ability to analyze data, develop metrics and data visualization to convey message and initiatives to team and program leadership
  • Collaborative manufacturing experience across geographies and multiple business units
  • Proven history of demonstrating initiative, persistence and creativity in problem solving
  • PM cert level 3
Required Education:
  • Bachelor’s degree in Engineering, Math, Science or related degree
