Export Control Technical Deputy (SES.4)

We have an opening for an Export Control Technical Deputy Weapons and Complex Integration (WCI) Directorate.  You will provide scientific and technical solutions to the Export Control Officer (ECO), the ECO team, and additional organizations throughout the laboratory. This position is in the Office of Classification and Export Control (OCEC).  Additional insight into job responsibilities are outlined below.
Essential Duties
- On behalf of the ECO, independently analyze technical information against current DOE, NNSA, DOC, DOS, and NRC-approved guidance in order to process export requests in a manner that reflects an in-depth understanding of program activities, which result in institutional EC reviews or determinations
- Assist the ECO in the identification and control of the Laboratory’s emerging scientific and technological developments based on applicable Export Control guidance
- Through technical support, assist the ECO in ensuring Laboratory programs and personnel are in compliance with Laboratory and federal Export Control policies, procedures, and regulations
-  Enhance OCEC’s role in providing Export Control guidance to ongoing Laboratory programs through scientific peer review, collaborations, and strategic planning
-  Communicate technical information on export control issues and policies to the Laboratory population by means of briefings, correspondence, and bulletins
-  Perform other duties as assigned.

- BS degree in physics, chemistry, materials science, engineering or equivalent level of demonstrated knowledge
- Knowledge of all Laboratory missions and programs with specific knowledge of the potential for technology transfer when interacting with foreign nationals and/or entities, with a demonstrated scientific and technical expertise in relevant disciplines
- Advanced verbal and written communication skills needed to effectively present and to ensure LLNS management are informed of concerns relevant to the whole Laboratory and ability to recommend a course of action for concerns.
-Exercises sound judgment in considering conflicts between technical missions, goals, and export control constraints
- Ability to analyze and solve complex technical issues and assist in the successful implementation of export control solutions. Working toward specific organizational and self-defined objectives, both independently and as part of a team.
- Ability to effectively listen and a continuous learn enforce guidance, rules, and regulations
- Interpersonal skills necessary to work with and direct personnel in a diverse team environment including demonstrated diplomacy in dealing with customers who have conflicting interests and opinions
- Ability to engage in new projects, respond to emerging opportunities/needs, and work on two or more projects in parallel and to meet tight deadlines.
Desired Qualifications
- MS degree or equivalent level of demonstrated knowledge
- Experience with US Government Export Control regulations
- Knowledge of new and/or innovative technologies being developed at this laboratory

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
