Excalibur Engineering Services Program Manager

The Excalibur Engineering Services Program Manager leads program execution related to the Excalibur ES Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle. This includes management of a cross-functional team to define, develop and execute individual task orders within the overall ES IDIQ contract vehicle. The PM is responsible for financial and programmatic execution to meet customer contractual requirements as well as business financial objectives. The Excalibur ES PM acts as the program interface with the US Army customer to manage individual task orders as well as the overarching IDIQ contract vehicle. Given the multi-element focus of the contract scope, the PM is responsible for managing performance enhancement, reliability growth, international compatibility assessment, production related assessments as well as similar activities focused on Excalibur supplier subsystems. The ES Program Manager will also support the PIF Proposal Manager on ES, Excalibur Production, IRAD, International and Growth proposals, Gate reviews and contract negotiations as needed. Due to the overlapping nature with the Excalibur Production Program Manager, the ES PM augments to production PM in program execution and customer interaction.

Required Skills:

At least 10 years related experience leading efforts on a small to mid-size program.
Demonstrated success managing and executing program plans within budget, schedule and quality constraints.
Demonstrated experience with PM Best Practices including Profit and Loss responsibilities.
Working knowledge of ITAR and international EXIM compliance
Excellent interpersonal and communication skills with a proven ability to develop and maintain long term business relationships with current and potential customers and partners
Current Secret clearance or ability to obtain a security clearance.

Desired Skills:

Excellent skills in developing and delivering briefings to senior (Colonel, Director and above) audiences. Proficient in Excel, Word, and PowerPoint. A working knowledge of the Raytheon Integrated Product Development System (IPDS) Phase -1 through 4 processes.
Proven success communicating effectively, both verbally and in writing, with
Employees, senior executives, a diverse customer base, and other defense contractors.
Proven performance in business development and growth environment to include managing NBI budgets.
In-depth knowledge of the Excalibur program and customer base
Knowledge of DoD acquisition process
PM Level 4 certification or the commitment to obtain certification within 6 months of hire.

Required Education (including Major):

B.S. in Engineering, Mathematics, Marketing, or Business. Master’s degree preferred.
