EO Sensor Design Department Manager

The EO Mechanical Design Department Manager (DM) will be responsible to effectively lead a product oriented mechanical design department of approximately 150 engineers, designers and technicians. The department is located in El Segundo, CA and the DM’s home office will be in El Segundo, CA and reports under the Hardware Engineering Center Space Systems Mission Area.

This position provides technical leadership for the design, analysis, development and production of EO/IR Sensor subsystems for military and domestic and foreign government systems. This role is the top level decision making interface between the product line customers, programs, other functions and the EO Sensor Design Department. The DM ensures effective bidding and execution for proposals, design, development, and production support efforts. This position is accountable for providing high integrity engineering products/services and continuously driving the department’s technical skills, execution and staffing levels in order to provide the required innovation and efficiency, effectiveness, capability and capacity to meet Raytheon Space and Airborne System (SAS) business needs. This includes continually developing design and CREO best practices, sponsoring CAD lead meetings and developing training curriculum for new CREO users.

This role will provide technical and functional leadership to the organization including, effective deployment of process initiatives including CMMI level 5 operation, and growth and maintenance of department capabilities for development and manufacture of sensor subsystems. This role will be responsible for managing labor and non-labor budgets to meet organizational funding targets. This role will be engaged in gate reviews, proposal development, design/peer/independent reviews and cost and schedule of efforts performed by their organization.

Program responsibilities also include providing leadership for development/management of subsystem engineering, design, execution of trade studies, interface definition/management, verification/test planning, and integration. The department manager will also be accountable for performance management including organizational and individual goal setting, career counseling, and employee development which are aligned to product roadmaps and resource allocation.
The Department Manager Responsibilities include: Coaching, guidance and direction to Section Managers on performance management, career development & training, and resource allocation. The department manager is responsible for leading the department in the execution of the Center and SAS Engineering goals.The department manager will be engaged across all SAS business areas to ensure that all aspects of hardware development are addressed.

Required Skills:
  • Strong understanding and working knowledge of Creo
  • 12 plus years in mechanical engineering, including leadership roles
  • Thorough knowledge of the department’s products and technologies.
  • Detailed knowledge of bidding processes and proposal development
  • Working knowledge of EVMS, IMS, & IMP tools for managing programs. Strong written and oral communication skills.
  • Strong judgment and decision making abilities
  • Able to effectively work multiple tasks and priorities
  • Strong advocate for process improvement (e.g. CMMI and R6s) and
  • Able to develop plans to demonstrate continuous improvement in out-of-phase defects, reduction in development costs and reduction in productivity variability using statistical methodologies
  • Clearance required day 1 AND role requires access to US only data
  • U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.
