Engineering Section Manager - Seapower

As a Section Manager within the Whole Life Engineering Directorate, you’ll lead a team responsible for the execution and deployment of Whole Life Engineering disciplines within the Seapower Whole Life Engineering and Support Department. This role is a direct report to the Department Manager.

In this role, your responsibilities will include:
  • Ensuring that best practice sustainment and support processes are followed and providing robust oversight to ensure Whole Life Engineering products and services are developed in accordance with program requirements.
  • Monitoring performance of team members who are responsible for product development and execution to ensure demand of all contractual requirements are met.
  • Staffing and oversight of Risk and Opportunity management, Control Account Managers and Program Integration Control and Coordinators within the SWLES Department.
  • Employee performance development, coaching / training and productivity improvement
  • The Section Manager will provide accurate and timely data to support the Department measurement and analysis requirements, and support labor forecasting, workload balance and growth (BOE development approval and proposals) as applicable.

Approximately 10% local travel is required.

This position requires the eligibility to obtain a security clearance. Except in rare circumstances, only US Citizens are eligible for a security clearance.

Required Skills:
  • 10+ years’ Engineering experience
  • Experience in any of the following areas: Risk & Opportunity (R&O), Program Integration, Coordination, and Control (PICC), Cost Account Manager (CAM), reliability, failure reporting, analysis & corrective action system (FRACAS), safety, logistics engineering or material supply practices.
  • Experience in a technical environment managing budgets and/or supporting input to the Earned Value Management System (EVMS) or equivalent system
  • Supervisory, team lead or project management experience
  • US citizenship is required

Desired Skills:
  • Existing Secret Clearance or ability to obtain clearance
  • 12 elements of Integrated Product Support including planning, fielding and/or sustaining Systems, Depot Supply, Availability or a similar discipline to include logistics engineering and material supply practices.
  • Experience in Basis of Estimating (BOE) and proposal BOE development
  • Raytheon Level II EVMS or equivalent certification
  • Experience developing and executing contract deliverables
  • Experience with the sustainment of major end items including the 12 elements of integrated logistics support (ILS) such as maintenance support planning to determine skills, manpower, tools, test equipment, Test, Measurement & Diagnostic Equipment (TMDE) and facilities; and spare parts management.
  • Ability to develop briefings and present to audiences up to 30 persons
  • Experience with Technical Manual and Interactive Electronic Technical Manual (IETM) development standards
  • Experience with PRISM and depot management
  • Experience with Risk & Opportunity Management
  • Performed as technical lead for Gate 5 Contract Start-Up from contract award to sign off.
  • Demonstrating Integrated Product Team leadership. Experience with the Estimate At Completion (EAC) development and review process
  • Program Management Excellence (PMX) certification or equivalent
  • Proposal experience. Performed as technical lead for a contract capture using the IPDS process cumulating in a Gate 4 Proposal through WLED management, Business Area approval and customer negotiation.
  • Subcontractor management experience including knowledge of Statement of Work (SOW) and Inter-organizational Transfer (IOT) creation.
  • Experience as Integrated Product Team (IPT) Lead or leading teams
  • R6S specialist qualification
  • BOE Developer certification

Required Education:
BS Degree in a STEM discipline
