CNMC is seeking an experienced Engineering Project Manager (Civil or Architecture) to support Cherokee Nation Businesses and the 718th Civil Engineering Squadron (CES) at Kadena Air Base, Japan to provide planning, design, and construction support.

The selected candidate will work as part of our company’s on-site engineering team to assist across a variety of facility repair and construction projects throughout the lifecycle of project management. The Engineering Project Manager will work with clients, experts, and other contractors to develop project documents proactively, anticipate project needs, and communicate effectively. They will provide civil engineering/architectural reviews and coordinate projects with team members and other stakeholders and contractors in a variety of disciplines on technical issues throughout the project lifecycle.

The 718th CES engineering flight directs more than $1B in US- and host nation-funded programs. We are under contract to provide the 718th CES with assistance in managing the planning, programming, design, and construction program for locations managed by the 718th engineering flight.

Essential Duties and Responsibilities:

  • Engineering Project Manager will provide technical reviews of project documents as well as assist in all aspects of project planning, design, acquisition, and execution.
  • Project work will include analysis and application of UFC and Japan-specific codes to design and construction facilities. They will serve as liaison with the Army Corps of Engineers or other design agencies providing detailed technical reviews in functional engineering area.
  • Provide Planning, Programming, Engineering, Production Control, Inspection, and Project Management support.
  • Must be able to work with a wide cross section of clients (e.g., engineers, real property, contracting) and Cherokee employees to find solutions for the repair, modernization, and construction of military facilities and infrastructure. 
  • Perform other job-related duties as required.

Supervisory/Management Authority:

  • This is not a supervisory position, but will require providing mentorship, peer review assistance, and technical and professional leadership to colleagues (Cherokee, other contractors, and government personnel).

Education and/or Experience:

  • Candidates will be required to undergo a US federal government background investigation and favorably pass a drug screen test.
  • Candidates must have a valid US passport whose expiration date is at least one year from the positions start date.
  • Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to on-base facilities and access to government computer systems.
  • Candidates must have as a minimum (5) five years of relevant experience working with US military/DoD facilities and requirements CONUS and/or OCONUS.
  • A minimum of a Bachelor’s Degree in engineering and/or architecture and a Master’s degree is preferred.
  • Candidates that possess an active and current PMP certification is desired.


Knowledge, Skills and Abilities

  • Experience managing programs with similar complexity with US Air Force, Army, Navy, or Marine Corps.
  • Demonstrated record of accomplishment of working across disciplines such as contracting, engineering, finance, contractors, and stakeholders so proactively manage project cost, schedule, and quality.
  • Excellent English communication, presentation and appropriate computer skills.

Work Environment:

  • Both outdoors and/or indoor controlled office environment on a US military base in Japan
  • Requires local travel to project sites in Okinawa, Japan.
