Engineering and Implementation Manager

The purpose of this position is to manage the U.S. State Department’s Consular Affairs Enterprise Infrastructure Operations ( CAEIO ) team that provides mission critical information technology (IT) resources to approximately 250 overseas posts including domestic Passport Agencies, Visa Processing Centers, DoS annexes, and contractor sites. The team also supports approximately 10,000 worldwide clients including 1,200 Consular Affairs customers at locations in the Washington DC National Capitol Region.

Program Overview:

Provide enterprise IT support to include: program management; administration support including inventory management and IT acquisitions support; operations engineering and implementation; operations and maintenance, including Service Desk support and infrastructure, applications and database support; onsite systems administration and hardware support/maintenance at domestic consular offices; enterprise operations monitoring; cyber security operations; and disaster recovery support.

Job Duties:

The Engineering and Implementation Manager is responsible for overseeing and managing all engineering projects and shall provide engineering services for physical and virtual hosting/operating environments for all CA systems, both domestically and abroad. The engineering and design services will cover physical and virtual Windows and UNIX/Linux Server platforms, as well as Infrastructure-as-a-Service (IaaS) platforms, Platform-as-a-Service (PaaS) offerings, Software-defined infrastructure as cloud service transition matures within CA. The Engineering and Implementation Manager plays a critical role in the strategic planning of the infrastructure and building a resilient architecture.

 

 

Education

Bachelor's Degree in a related technical discipline, or the equivalent combination of education, technical certifications, training, or work experience.

Qualifications

Required qualifications: 

  • A minimum of five years of experience managing and leading a large engineering and operations staff.
  • Demonstrated experience managing the implementation of technical and process changes in a highly complex infrastructure.
  • Demonstrated experience providing leadership for prioritizing, planning, and successfully delivering multiple projects in parallel and in cooperation with a production environment.
  • Top Secret security clearance

Desired qualifications: 

  • Demonstrated experience working collaboratively with internal and external stakeholders such as; the architects, development leads, and operations to gather technical requirements and business needs to design and provision infrastructure capabilities
  • Demonstrated experience with introducing new technologies such as processes to improve services delivery such as availability, management, monitoring, support, patching, and scalability
  • Demonstrated experience with development, implementation, and optimization of technology lifecycle processes
  • Demonstrated experience migrating environments to the cloud
  • Certified Agile Service Manager certification
  • Cisco Certified Design Expert (CCDE) certification
  • Docker Certification
  • Oracle Certified Professional (OCP) certification
  • Red Hat certified Engineer (RHCE) certification
  • Amazon Web Services Solutions Architect certification
