Engineer Planner and Coordinator, Principal

We are actively searching for qualified candidates for this potential opening. This position is contingent upon contract modification. Jacobs Technology is looking for Engineer Principal/DoD Interoperability and Communications Exercise and Expo (DICE2) Planner and Coordinator.

The Engineer Principal should have recent and cumulative experience with DoD intelligence, networking and automation systems, as well as planning and testing experience to support the planning, coordination, synchronization, marketing, managing, execution, and post conduct analysis of DICE2. DICE2 will be an annual interoperability and communications exercise and expo event held in June. DICE2 is sponsored by the Defense Information Systems Agency (DISA) and hosted by the Joint Interoperability Test Command (JITC) at FT Huachuca, AZ. Additionally, DICE2 is intended to provide a venue that supports successful joint interoperability (IOP) test and evaluation of deployed communications systems, as well as expanding the scope to include IOP of C2 and strategic automations systems.

Performs professional engineering assignments in support of T&E of IT/NSS efforts in one or more of the following disciplines: communications, electronics, communications security, network analysis, IOP analysis, system standards, military operations (ground, sea and air), program analysis, or program planning. Has thorough knowledge of infrastructure, application programming, and web and software applications. Work requires thorough knowledge of concepts and recent developments in the specialty area. Provides expert consultation in one or more areas for the design, development, and implementation of technical services, products, and systems.

Recognized as a technical leader and resource and typically reports to senior management. Recommends system and application architecture and provides vision, problem anticipation, and problem solving abilities. Provides expert support for the planning and engineering of an organization's systems infrastructure, including the implementation and design of hardware and software. Recommends process and infrastructure enhancements to improve the quality of services, products, and/or procedures. Develops test strategies for complex systems and systems of systems and recommends test support devices, automation, and instrumentation.

Oversees the identification of functional problems and leads the analysis and interpretation of test results. Oversees the documentation, definition, and maintenance of internal quality control standards and reliability programs. Plans and directs specialized engineers working on technical projects. Develops and oversees processes to ensure projects are completed on time and within budget.

Education and Experience:

  • Requires a Master's degree and at least 4 years of experience; a Bachelor's degree with at least 6 years of experience; or an Associate's degree with at least 12 years of experience.
  • One year of experience can be substituted by 15 semester hours completed towards a Master's degree.
  • Requires at least 1 certification in area of specialization.
  • The degree must be in a relevant technical curriculum and experience must be related to the job duties.


  • Must be familiar with a variety of the DoD intelligence, communications, networking and communications systems, concepts, practices and procedures.
  • Relies on extensive experience and judgement to plan and accomplish objectives.

  • Demonstrates expertise in a variety of the field's concepts, practices, and procedures.

This position will require a security clearance at the Secret level or higher.
Essential Functions:
Physical Requirements
Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.
Work Environment
An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.
Equipment and Machines
Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.
Core work hours will be between 9:00 a.m. – 3:00 p.m. Monday - Friday.Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.
Other Essential Functions
Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
