Responsibilities

The Materialsand Fuels Complex (MFC) at the Idaho National Laboratory (INL) is seekingapplicants for an individual who will specialize in hoisting and rigging (H&R)Engineering of systems and equipment used to lift various payloads in supportof nuclear facility operations and research & development activities. Thisalso includes developing and maintaining a manual material movement (MMH) programand its related activities at MFC. The position will be organized within theFacility and Systems Engineering Department within the Engineering Division.


INL isrecognized as the lead national laboratory for DOE-NE, providing much of thenuclear research, development, and demonstration capability needed to movenuclear innovation forward to deployment. MFC hosts a unique combination ofpersonnel, facilities and infrastructure and offers the ability to performresearch and development of nuclear fuels from fuel design, development andfabrication through post irradiation analysis.


The successfulcandidate will be the assigned System Engineer for H&R and MMH activitiesat MFC. In this role the engineer will applyengineering knowledge, practice and techniques in support of assigned systemsand components and be responsible to ensure continued operational readiness ofassigned system and components in support of ongoing operations and research. Technical understanding of thedesign requirements, system performance criteria, physical configuration,operation, testing, and maintenance of assigned systems and components is key. Functions,qualifications, required and preferred skills of the position are:


Perform System Engineer responsibilitiesfor H&R at MFC, systems include; mobile cranes, overhead cranes and hoists,forklifts, below-the-hook lifting devices, portable automotive lifting devices(PALD), wire rope, synthetic and round slings, and rigging accessories

Perform System Engineerresponsibilities for MMH at MFC, systems include; pallet jacks, lift tables,duct jacks, equipment dollies, hydraulic toe jacks, etc.

Responsible for thedevelopment, review and approval of lift plans in support of H&R and MMH operations


Additional system engineerduties include; interface with designengineering and operations, review/check engineering documents, oversee associatedmanufacturing activities, and assure assigned systems are configuration managedper INL standards

The position requiresfrequent walk downs and personal involvement in H&R and MMH evolutions inthe field ensuring tasks are performed safely and in compliance with OSHAregulations, DOE Standards and applicable ASME safety standards

Perform assessments of MMHand H&R activities occurring at MFC, and provide recommendations (asapplicable) for continuous improvement

H&R operations at MFC include remotehandling activities in nuclear hot cells and glovebox applications in additionto normal lifting operations

Provide engineering designand system support in the development of unique lifting fixtures and equipment fornormal and remote handling operations including design and structural analysisresponsibilities

Lead, perform and assistwith H&R and MMH equipment activities including; development, procurement, fabrication, testing,inspection and implementation per INL procedure

Ensure nationally recognizedASME B30 consensus standards are utilized for design, procurement, andinspection activities

Responsible to ensurecompliance with DOE-STD-1090, “Hoisting and Rigging”

Responsible for engineering support of allH&R and MMH activities including nuclear material lifts at MFC

Ensure reliability of H&R and MMH systemsby defining maintenance condition monitoring needs, developing Preventive MaintenanceJustifications (PMJ’s) and Corrective Maintenance actions as needed

Coordinate design, modification and maintenanceof ancillary H&R equipment (including specialized lifting fixtures, riggingtackle, etc.)

Work with Industrial Safety andsponsoring organizations to determine appropriate H&R and MMH equipment forvarious lifts and equipment movements and develop safe operational procedures

Work with organizations suchas maintenance to verify adequacy of specialized lifting fixtures through loadtests

Support operationalprocedure development, physical operations, and development of lift plans for materialhandling activities

Support INL Operations andTraining departments in the development of H&R and MMH handling practices

Support training andqualification of H&R technician and maintenance personnel

Actas the MFC Technical Point of Contact (TPOC) for H&R addressing questions,concerns and issues that arise at MFC associated with H&R and coordinatingwith the H&R Company

SubjectMatter Expert (SME)

Serve as a member on the INL H&R committee and/or the MMHcommittee for interface with the company wide SME’s


Must be a US Citizen and be able to obtain and maintain a Department of Energy (DOE) "L" Security Clearance

Bachelor's Degree in Engineering and 5 years of relevant experience or Master's Degree and 3 years

Required Skills:
  • Ability to design, analyze, and evaluate mechanical systems
  • Ability to communicate with operations, engineering, nuclear safety, maintenance, and programmatic personnel both verbally and through written products
  • Ability to identify and execute engineering work tasks such as design efforts, maintenance activities and operating written instructions
  • Ability to plan, organize, and manage engineering work
Preferred Skills:

  • Experience performingengineering functions with respect to design, development and operations with H&Rand MMH systems/equipment
  • Experience performingengineering functions with H&R and MMH equipment (includes maintenance,inspection and testing of H&R and MMH equipment
  • Formal H&R and/or MMHtraining
  • Professional Engineering License(not required)
