CNSP is looking for an Emergency Response Specialist-Journeyman to support the Department of Energy (DOE) Western Area Power Administration (WAPA) Headquarters in Lakewood, CO and support our team providing technical services to the Office of Security and Emergency Management (OSEM) under this Technical Support Services contract.

Essential Duties and Responsibilities:

  • Establish a formal WAPA Emergency Operations Center (EOC) that consists of the Incident Command System (ICS) structure.
  • Provide the EOC plans, which identifies the locations, the required equipment and the coordination on a WAPA EOC applicable to Governmental standards including but not limited to DOE, DHS, and Federal Continuity Directives as well as industry accepted practices, incorporating other PMA/Energy Sector type operations.
  • Provide functional exercises incorporating appropriate WAPA elements in an effort to test emergency and security readiness and response capabilities.
  • Develop, coordinate and submit an executable plan sixty (60) days prior to the date of the exercise. Each exercise shall include a Contractor prepared after action report and after action executive summary delivered within two weeks after the exercise.
  • Perform an assessment of WAPA's Essential Records as it relates to the COOP plans and other emergency management plans and procedures as needed.
  • Conduct annual reviews of essential records.
  • Provide updates to the Essential Records Plan and Program in approved formats in accordance with DOE, DHS and NARA requirements.
  • Coordinate and provide updates to COOP plans, OEP plans, Emergency Response Assurance Plan and EM policy and procedural documents annually, but sooner where dictated by changes in content, methodologies or mission requirements.
  • Act as the focal point to track and document a listing of updates to existing agency COOP plans, OEP Plans, and EM policies to be specifically tailored for WAPA's mission and resource in accordance with DOE, DHS NTAS, SSAs and ESF requirements.
  • Coordinate and provide training of WAPA's approved COOP plans, OEP plans, EOC training, EM policy and procedural documents annually, or as dictated by changes in content, methodologies or mission requirements to WAPA employees.
  • Schedule, conduct, track, and document all required training based on existing agency COOP plans, OEP Plans and EM policies.
  • Provide expert level customer support:
    • Provide program management support to manage the multiple programs within Emergency Management.
    • Complete task in a professional manner and within the timeframe requested.

 

Supervisory/Management Authority:

  • This position may have some supervisory or management authority when designated.

 

EDUCATION and/or EXPERIENCE

  • BA/BS or MA/MS is required in Project Management of Emergency Response and other related fields.
  • Have at least five (5) years of years of extensive knowledge and training in federal emergency management programs to support the organization. 
  • Must hold and keep current a Level 1 FEMA Continuity Practitioner Certification.
  • Must have knowledge and demonstrated experience in the following:
  • Federal Continuity Directives (FCD) 1 and 2
  • Federal Occupant Emergency programs (OSHA Standard 29 CFR 1910.157)
  • The National Incident Management System (NIMS)
  • National Infrastructure Protection Plan (NIPP)
  • National Security Presidential Directive NSPD 51/Homeland Security Presidential Directive HSPD-20, (Executive Directive 51 - National Continuity Policy)
  • Relevant rules governing Sector Specific Agency plans (SSA's)
  • The Federal Incident Command System
  • The National Terrorism Advisory System
  • Industry standards in organizational Emergency Management programs
  • Utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint).
  • Strong written and verbal communication skills.

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Must have knowledge and demonstrated experience in the following:
    • Federal Continuity Directives (FCD) 1 and 2
    • Federal Occupant Emergency programs (OSHA Standard 29 CFR 1910.157)
    • The National Incident Management System (NIMS)
    • National Infrastructure Protection Plan (NIPP)
    • National Security Presidential Directive NSPD 51/Homeland Security Presidential Directive HSPD-20, (Executive Directive 51 - National Continuity Policy)

    • The Federal Incident Command System
    • The National Terrorism Advisory System
    • Industry standards in organizational Emergency Management programs
    • Ability to deal with a variety of people in a professional and courteous manner in diversified situations.

 

WORK ENVIRONMENT

 

This position is primarily performed in a secured federal office setting, a controlled office environment as well as working outside in a job site environment.
