Idaho National Laboratory (INL) is seeking an Emergency Management Planner. This position reports to the Emergency Management Group manager. Performs as a lead Emergency Management planner at the Specific Manufacturing Capability (SMC) & Emergency Management Incident Management Team Trainer/Developer. Develops and implements emergency management strategic initiatives for emergency response programs as requested by management. Identifies risks and recommends risk mitigation strategies. Leads in organizational efficiency and effectiveness through process improvements. With limited supervision, provides expertise for coordination and implementation of the INL Emergency Management (EM) Program. Effectively manages work by providing guidance and direction to other staff. Using the INL Emergency Plan and emergency management hazards assessments as a baseline, provides technical expertise/advice in assisting management to formulate strategies to identify hazards and safely mitigate site wide emergency events. Independently works on solutions to a variety of technical problems related to emergency management in accordance with established policy.
Ensures INL Emergency Management Program elements and associated products are maintained in conjunction with federal regulations, Department of Energy orders, and company procedures. Coordinates emergency preparedness, planning, and response elements with other organization functions. Advises managers on technical emergency planning, preparedness, and response issues.
Acts as a spokesperson for emergency management and communicate technical issues and matters to all levels of internal customers and leadership. Develops and maintains positive working relationships. Acts as the interface for emergency management with SMC management. Assures the INL emergency management program products at SMC are maintained in compliance with federal regulations, DOE orders, and company procedures. Coordinates emergency preparedness, planning and response elements with other SMC organizational functions. Conducts emergency management and emergency response organization training, drills and exercises at SMC and other facilities as needed. Ensures area wardens and area warden coordinators for SMC are in place and trained.
Conducts and reports on self-assessment of the EM Program at SMC. Participates in management and independent assessments. Provides feedback for continuous improvement using established company lessons learned and issue management programs.
Serves as a member of the INL Emergency Response Organization (ERO) and participates in training, drills and exercises, and responds to actual emergency events.

Minimum Qualification Requirements (Education and/or Experience):
Bachelor’s Degree plus 5 years relevant experience, or an Advanced Degree and 3 years’ experience, or 13 years directly related experience in lieu of a degree.

Nuclear Operations and/or Radiation worker experience is desirable.

Special Requirements and/or Training:
Must be able to obtain and maintain a DOE Q security clearance.
