Emergency Management Deputy Department Head

For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Deputy Department Head. You will provide leadership and oversight to execute and manage strategic assignments associated with emergency operations including fire and building safety, emergency programs, and fire and alarms life safety systems. You will collaborate with Division Leads in the development of program priorities. This position is in the Emergency Management Department (EMD).

Essential Duties
- Provide support with day-to-day management of department operations and act with full authority in the absence of the department head.
- Support the development and management of the department budget ensuring that operational goals and financial obligations are satisfied.
- Assist division leads with identifying any unmet material and personnel needs and developing justifications to support budget requests.
- Act as the Deputy Functional Area Manager (FAM) for Emergency Management and assist with the overall structure and implementation of institutional processes within the area of responsibility.
- Manage division compliance with requirements, policies and procedures ensuring that DOE Orders, NFPA standards, state and federal regulations are met. Develop and manage department performance metrics to track progress toward goals and objectives and effectiveness of program implementation.
- Collaborate with Department Head in the development of department policies and procedures and develop implementation plans in areas of responsibility to comply with Laboratory and external requirements.
- Provide guidance to department personnel in the development of workforce plans including staff development, succession planning and performance management.
- Build and sustain partnerships with LLNL customers and external stakeholders. Ensure DOE/NNSA customers are kept informed of overall department performance.
- Perform other duties as assigned.
- Bachelor’s Degree in an engineering discipline, emergency management, fire protection, or related field or the equivalent combination of education and extensive related experience.
- Extensive experience and expert technical knowledge of emergency operations within a diversified organization including fire and building safety, emergency programs, and fire and alarms life safety systems.
- Extensive experience analyzing and resolving complex problems and developing, planning and implementing solutions within an emergency management, fire protection, engineering or facilities management organization.
- Extensive knowledge of and experience interpreting and applying DOE Orders and ensuring Federal and State regulations related emergency management, fire protection and/or building safety.
- Extensive leadership, managerial, supervisory and team-building experience, with demonstrated ability to motivate and inspire a diverse group of professional, non-exempt staff members and craft personnel.
- Experience cultivating and sustaining productive relationships with DOE, LLNL customers, stakeholders, state, federal, and local agencies, the community, and public affairs to achieve organizational objectives.
- Extensive experience with strategic planning, workforce planning, managing budgets, organizational dynamics, and establishing strategic and operational goals.
- Expert communication, facilitation, negotiation, interpersonal, and collaboration skills necessary to effectively present, explain, direct, negotiate, influence, and advise senior management, and to effectively communicate with a wide variety of disciplines and level of management, both internal and external to the Laboratory.
Desired Qualifications
- Experience working within the DOE complex on matters related to Emergency Management, Fire Protection, or Environmental Safety and Health.
- Extensive knowledge of DOE orders, state and federal safety standards and safety codes.
- Certified Emergency Manager (CEM), Certified Facility Manager (CFM), Certified Business Continuity Professional (CBCP) or other professional certification from a nationally recognized organization in the field of emergency management, fire protection, engineering or facilities management.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
