Electronic Warfare - Senior Level - Lead Systems Engineer - Secret

Job Description:
The Systems Engineering, Integration & Test (SEIT) Electronic Warfare (EW) Electronic Attack (EA) Systems Department requires a Lead Systems Engineer with proven experience in developing innovative solutions that meet war-fighter needs to support the EWS business area relating to EA and Electronic Support (ES) capability development. This Lead Systems Engineer requires proven technological experience suitable to define next generation Multi-Function Electronic Warfare (EW) capabilities. The candidate will have excellent oral and written communication skills.

The Lead Systems Engineer (LSE) is responsible for the execution of all Systems Engineering tasks and work products on a program, assuring technical integrity and quality of the systems engineering work throughout the program lifecycle, across all IPTs, including system architects, system/subsystem designers, requirements and IVV, through compliance to engineering processes and procedures.

The LSE has the ultimate responsibility for the quality of the resulting architecture, requirements, design, integration, and tests. The LSE is responsible for an integrated test strategy and the integration and verification of the system. Assures technical integrity of the system throughout the program lifecycle, and compliance to engineering processes and procedures.

Required Skills:

  • Minimum 10 years related systems engineering (SE) experience
  • Demonstrated proficiency in requirements management using Dynamic Object-Oriented Requirements System (DOORS)
  • Experience ensuring systems engineering processes being in place and followed
  • Experienced in tailoring of Systems engineering processes commensurate with cost/schedule and program needs
  • Demonstrated ability to determine, set, & monitor SE technical priorities to meet cost, schedule, and performance
  • Demonstrated development and adherence to the Systems Engineering Management Plan (SEMP) and tailored Integrated Product Development System plan
  • Led multi-disciplined systems engineering team to ensure the overall system design and architecture is balanced to meet the required performance within the project constraints
  • Responsible for the technical fidelity and quality of the systems engineering work products and associated analyses that document the technical baseline
  • Experience coordinating with IPTs and CPTs to resolve technical systems issues
  • Experience to approve SE engineering work products and applicable SDRLs/CDRLs
  • Supports the IPT Lead(s) in managing cost and schedule for the SE activities as defined in the program planning
  • Experience establishing and maintaining the system requirements including requirement decomposition and traceability, design and performance trades and analysis, and system requirements verification and validation through system sell-off
  • Demonstrated a Lead authority for establishing and maintaining the system and subsystem external interfaces
  • Responsible for the SE content of design reviews and overall preparation and execution of SE related design review activities
  • Responsible for leading, monitoring and ensuring the SE technical budget is met (KPP, TPM)
  • Experience leading subcontractor technical teams in support of the overall systems technical baseline including trades-studies, analysis, requirements, and assists in make/buy decisions
  • Experience in proactive SE Risk and Opportunity management, including robust correlation between TPMs/KPPs, TBL Maturity, and technical Risks. Ensure early identification, communication and mitigation of technical, cost and/or schedule risks for all aspects of the Systems Engineering scope of work.
  • Experience in the proper configuration management of SE work products is conducted, baselined at appropriate milestones and changes are coordinated, communicated and controlled across IPTs
  • Participated in the development of cost and technical volumes for new business/proposals
  • Participated in the development of strategies enabling program/business to pursue and capture growth opportunities
  • Ensure appropriate skills and personnel are assigned to SE program tasks
  • Assess team members’ performance to reward/recognize or provide development feedback
  • Accountable to the Program Chief Engineer and SEIT Department Manager for all of the above requirements.
  • Existing Secret security clearance
  • U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.

Desired Skills:

  • Experience in Functional Analysis/Design Synthesis – System Architecture, System Model Development and Alignment (MBSE), Documented Design, Trades/analyses, Performance Analysis, Models, & Simulations
  • Experience with Use cases/functional descriptions
  • Demonstrated ability to lead Specifications (System, Performance) and ICDs
  • Demonstrated ability to track system performance while balancing program risks and opportunities
  • Experience developing a Technical Data Package
  • Experience developing Measures of Effectiveness
  • Development and submitting technical publications and/or patents
  • Advocate for application of systems engineering to product life cycle including test verticality, requirements development, flow, traceability, and allocation, functional analysis & decomposition, and system architecture.
  • Active DoD Top Secret clearance with investigation within five years

U.S. Citizenship status is required as this position will require the ability to access US only data systems.

Required Education:
Bachelor’s degree in Electrical Engineering or Systems Engineering from an ABET approved college or university.

Desired Education:
Master’s degree in Electrical Engineering or Systems Engineering from an ABET approved college or university.
