Electrical Engineering Manager

Raytheon Intelligence & Space (RIS) has an exciting opportunity for an Electrical Engineering Manager to join our Hardware and Infrastructure (HW&I) team developing the next generation Air Traffic Control (ATC) and Weather Data Reporting systems, as well as providing support to existing fielded systems.

This position is for an Electrical Engineering Manager who will lead the COTS Systems section within the Electrical and Mechanical Design department of the Hardware and Infrastructure (HW&I) directorate. The COTS HW Infrastructure Section Manager will report to the Electrical and Mechanical Design Department Manager. This position is located in Marlborough, MA.

The COTS Systems Section Manager will lead a team of 15-20 Electrical Engineers working a variety of development and sustainment tasks. The team designs, develops, documents, deploys and supports COTS-based and Custom-designed Systems, which use the power of the network to share information and aid in decision-making. These systems allow end users to protect people and property.
The team’s core capabilities are:

  • Hardware Requirements Development
  • COTS-based System Design and Implementation
  • Engineering support to production and deployment
The primary responsibilities of the COTS Systems Section Manager are:
  • Perform key roles on Programs, such as STARS
  • Support the performance and career development of all the members of the section including providing open and honest feedback to all section members and creating plans for developing talent and ensuring adequate resources to meet the skill-set demands of our programs
  • Oversee and provide leadership on all programs within the section (including monthly program reviews and quarterly Estimate At Complete (EAC) reviews)
  • Serve as the hardware lead for proposal estimation and writing, including Basis of Estimates (certification required)
  • Review and approve all proposals for new work within the section
  • Work with other Mechanical and Electrical Section Managers to ensure the proper staffing of programs and proposals – including future outlook loading
  • Perform special assignments as required by the Department Manager
The successful candidate will be a highly motivated self-starter able to lead by example. They will possess strong interpersonal skills as well as strong written and verbal communication skills.
Required Experience and Skills:

  • Demonstrated work experience in electrical design and disciplined COTS hardware integration
  • Experience leading small- to medium-sized teams through the product development process
  • Strong analytical skills
  • Excellent organizational skills
  • Strong team building and mentoring skills
  • Excellent communication skills, both oral and written as well as thorough knowledge of all Microsoft Office products (Word, Excel, Outlook, and PowerPoint)
  • Willingness to support occasional domestic travel and potential international travel
  • US Citizenship required due to potential security clearance requirement
Required Education: A Bachelor’s degree in Science, Technology, Engineering or Mathematics (STEM) and minimum of 10 years or prior relevant experience
Desired Experience and Skills:

  • Task Management or other Lead role experience for development efforts
  • Experience with air traffic control or weather system hardware
  • Demonstrated technical and cost proposal experience with knowledge of bid metrics and costing
  • Experience successfully managing to cost and schedule requirements for assigned tasks
  • Earned Value Management System (EVMS) Certified
  • Experience in technical risk management
  • Qualified Raytheon Six Sigma Specialist or equivalent
  • Proven innovator of new and emerging technologies
  • Existing or the ability to obtain and maintain a US Government Secret security clearance
  • Advanced technical degree
