ECM Engineer II

Job Duties and Responsibilities

 ManTech International Corporation is looking to hire experienced personnel to support our U.S. Government Agency customer in multiple locations CONUS or OCONUS.  This position will require the chosen candidate to currently possess an active DOD – Top Secret Security Clearance.
 
LOCATION :   Varied CONUS and OCONUS locations.
 
The qualified candidate will look to work closely within a team environment.  They must be able to demonstrate the ability to articulate well, be extremely tactful and reserved when in communication with all levels of leadership and will be assigned multiple complex projects that will directly impact their program by managing projects from start to finish.
MUST HAVE an active DOD – Top Secret Security Clearance for customer consideration.


The Electronic Countermeasures (ECM) Engineer II engages in all aspects of ECM program and provides expert guidance on ECM issues. The ECM Engineer supports U.S. Department of State ECM requirements in multiple overseas theaters in potentially high-threat environments and may be required to deploy TDY to these locations in support of the ECM engineering effort. During overseas deployments, the ECM Engineer may be required to rotate between theaters and to multiple locations within each theater. The ECM Engineer reports directly to the ECM Program Manager and will support the engineering efforts of the ECM program. The ECM Engineer will develop complete ECM integration solutions and the associated bill of materials for each platform to provide a finished product to be properly fielded. The ECM Engineer with work closely with Contingency Communications Radio (CCR) engineers to ensure interoperability when applicable. The ECM Engineer will be responsible to verify each platform can support the ECM system as well as other associated equipment and provide solutions when required. The ECM Engineer will develop comprehensive test plans as well as provide on-site U.S. Department of State oversight during verification testing in accordance with configuration management protocols. The ECM Engineer will demonstrate and apply a broad knowledge of specialization through successful completion of moderately complex assignments. The ECM Engineer will apply complex knowledge of fundamental concepts, practices, and procedures of particular area of specialization.

Requirements/Qualifications:

Must have a current US Government TOP SECRET Personnel Security Clearance. Must be eligible for and able to obtain and maintain required Security Clearance/access approvals.

Must possess a Bachelor’s Degree or advanced degree in a related discipline as well as three years technical experience in technical support for modern ECM systems; knowledge of radio frequency (RF) theory and principle, and the effects of CREW systems operating in an electronic countermeasures environment; experience planning vehicle movements, with vehicles equipped with CREW systems; understanding insurgent Improvised Explosive (IED) emplacement tactics. Must be able to develop Techniques, Tactics, and Procedures (TTP’s) for deploying vehicles equipped with CREW systems based on the national, local, and immerging Remote Controlled Improvised Explosive Device (RCIED) threat. Must demonstrate proficiency with ECM systems used by the U.S. Department of State, including CREW-2 Symphony systems.

Position requires self-motivation and the ability to work effectively under minimal supervision. Must demonstrate the ability to interact with all levels of an organization in a professional, diplomatic, and tactful manner. Must demonstrate a good attitude and ability to work as a member of a cohesive team. Must be able to multi-task efficiently, work in a fast paced environment on multiple projects, and have strong attention to detail. Must possess excellent writing and verbal skills. Must be proficient with Microsoft Windows operating systems and office automation software (e.g., Microsoft Office, SharePoint).

Travel Requirements:

May be required to travel OCONUS to conduct installation, training or maintenance at diplomatic facilities. OCONUS travel may include critical threat locations around the world with austere living conditions. Domestic travel may be required for training and program coordination.

Qualifications

Requires Bachelor’s degree (in Computer Science, Math, Electrical Engineering or related field) or equivalent, and five to seven years of related experience.
