Doctrinal Training Team (DTT) Specialist

Raytheon currently has an opportunity for an experienced professional serving as Doctrinal Training Team (DTT) Specialist serving on a Doctrinal Training Team in support of the Army National Guard eXportable Combat Training Capability (XCTC) Program. The XCTC program is an instrumented Brigade field training exercise designed to certify Platoon and Company proficiency in coordination with First Army. XCTC provides an experience similar to a Combat Training Center to Guard Soldiers at home station or at a regional training center, minimizing cost and time away from home and jobs. The program brings full training resource packages to National Guard and active duty bases around the country, allowing units to train on their schedule, close to home. This position supports the XCTC program during planning conferences, training site surveys, rehearsals and during exercises. This position supports the DTT Lead and key tasks include:

  • Participate in drafting and revising Division-level operations orders (OPORDs) tailored to meet the specific training objectives of the rotational unit commander. These OPORDs will enable the rotational unit to concentrate on the specific Mission Essential Tasks (METs) that the commander has identified to be trained during the XCTC rotation.
  • Research and compose a doctrinally correct Division Order that sets the scenario and provides mission directives to the rotational training unit (RTU) and notional adjacent units.
  • Develop Mission Execution Scenario List (MESL) in conjunction with the OPORD to support the development/progression of the exercise scenario
  • Support the exercise Higher Control (HICON) cell that delivers developed OPORD during subsequent planning conferences and act as higher headquarters command cell leadership in order to deliver Fragmentary Orders (FRAGOS) and answers to Requests for Information (RFI).
  • Issue “injects” during the final planning and preparation phases and exercise execution from the MESL to drive the RTU’s military decision making process (MDMP) process.
  • Perform other duties as directed by the DTT Lead in support of exercise execution

The Doctrinal Training Specialist will be responsible for the development of Division-level operations orders (OPORDs); distributing them to the rotational unit for use in mission command and the MDMP. The OPORD will be based on the rotational unit Mission Essential Task, direct coordination during the unit exercise planning conferences and tailored to meet the specific training objectives of the rotational unit commander. The training specialist will be responsible for ensuring that the OPORD and accompanying annexes are doctrinally correct and sets the scenario and provides mission directives to the RTU and notional adjacent units. The DTT Specialist will assist in developing MESL to support the development/progression of the exercise scenario and then delivering the order during a subsequent planning conference and then act as higher headquarters command cell leadership in order to deliver FRAGOS and answers to RFIs. DTT specialist will report to the DTT Lead and take direction from the Rotational Director as required.

Actions. The Doctrinal Training Team Specialist shall have brigade or division staff experience in the intelligence, fires, sustainment, and movement and maneuver warfighting functions. The training specialist(s) shall have experience with the Army Mission Command Systems, training management and CTC planning and execution.

This position also requires the performance of other duties as prescribed by management to enhance the training/learning process and customer satisfaction.

Designated Locations are as follows:


Multiple Locations in Support of XCTC rotations - Position is seen as working remotely and traveling from HOR to various locations in support of the RTU. Position will participate in Initial Planning and Final Planning Conferences that are typically conducted at the exercise location, the RTU headquarters, a state Joint Regional HQ or a combination thereof. Concept Development Conferences and Main Planning Conferences are typically conducted at the projected exercise location. 50% travel is anticipated for this position to include maximum time spent in support of exercise execution during the JUNE-SEP timeframe.

Specific tasks to be performed by the candidate are:

  • Develop and produce Division level OPORD
  • Coordinate team leader actions to ensure OPORD is complete with all relevant/required Annexes
  • Develop MESL specific to the RTU Commander’s training objectives
  • Man the HICON cell during rotations, release MISL, answer RFIs
  • Distribute specific MESL messages via MCS systems to rotational unit

Required Skills:

  • At least 6 years of experience training Army units in a collective setting
  • Former Commissioned Officer in Combat Arms, Combat Support or Combat Service Support
  • Experience in Division/Brigade staff operations
  • Demonstrated ability to apply knowledge in developing doctrinally correct Division level orders
  • Ability to conduct briefings, participate in planning meetings, routinely present contractor status and performance reviews for internal and external audiences
  • Ability to obtain/maintain a US Secret Security clearance
  • Experienced in building and managing favorable customer relationships
  • Excellent oral and written communication skills with demonstrated ability to conduct presentations in front of senior level management and customers
  • Strong inter-personal skills and demonstrated ability to work across diverse groups of people and at all levels of an organization
  • Demonstrated ability to lead and work effectively in a team environment
  • Detailed knowledge and experience in Army operations and training, military doctrine, current tactics, techniques and procedures (TTPs) and force structure are required

Desired Skills:

  • Former military Company Grade Officer/Non-Commissioned Officer with a seasoned practical working knowledge of combined arms operations in a Decisive Action Training Environment (DATE) scenario.
  • Combat Training Center and/or combat experience in Iraq or Afghanistan
  • Working knowledge of Army Mission Command Systems
  • Familiarity with Training Aids, Devices, Simulators and Simulations (TADSS) and Microsoft Office skills and the ability to teach military personnel and/or brief senior military and civilian officials.

Required Education:
  • Bachelor’s Degree or 6 years of military experience at the Division/Brigade Staff level
  • At a minimum, completion of a Captain’s Career Course for CA, CS, CSS branch officer or Senior Leader Course Senior Leaders Course for NCO.

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
