Director - Program Manager / Lead

Title: Program Manager - Integrated Defense Systems
Location: Tewksbury, Woburn or Andover, MA; OR Portsmouth, RI


The Program Manager (PM) is responsible for all facets of overall execution and customer intimacy with full accountability and authority for leading and managing the program successfully. This includes responsibility for managing all technical, schedule and cost performance. The Program Manager acts as the primary interface with the customer to ensure continued alignment with customer requirements and program execution. This position will require the ability to coordinate and effectively operate among multiple subcontractors, government agencies and the customer at both the senior/executive leadership and product execution levels.

Specific Tasks Include:
• Accountable and responsible for executing a program (or portfolio of programs)
• Planning and Coordination – preparation of the Program Management Plan (PMP) to include data, configuration, risk and security management. Preparation and maintenance of the internal contracts, and CDRLs, coordinate activities among the organizations, teams, and with the customer
• Sets direction for program execution by multifunctional team(s) and sub-contractors and other Raytheon/supplier/Customer locations.
• Customer Liaison – plan and conduct meetings, deliver contractual documentation, produce progress reports, and provide report reviews for the customer
• Meeting contractual commitments including the financial, quality, technology, and schedule performance using the approved business model and management tools including EVMS, IPDS, PRISM, etc.
• Identifying and establishing an executable baseline and program risk and opportunity. Meets milestones and monitors adherence to program master plans and schedules.
• Uses approved control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken and ensures the meeting of contract commitments.
• Ensures alignment of human and capital resource requirements to achieve contract performance
• Analysis – work with technical staff to evaluate Engineering Change Requests and develop cost estimates for the customer. Review customer requests to ensure such requests are within contract scope.
• Technical Reporting – formalize technical reporting to the customer and collect, document and act, as necessary, on lessons learned; Monitor, manage and report performance against sales objectives.

Basic Qualifications Include:
• 10+ years of program management or related experience
• PMX Level 2 Certification or ability to obtain certification within one year of being in role
• Existing Secret Clearance (DoD)
• Demonstrated experience in leading a large program
• Ability to work effectively and efficiently in a fast paced, dynamic environment with time critical requirements
• Develops customer and program enhancing partnerships with internal functional organizations such as contracts, finance, integrated supply chain, operations and mission assurance
• Ability to effectively work with and communicate with all levels of management and individual contributors on the program team as well as the customer
• Excellent written and oral communications including presentation skills
• Experience in building and leading high performance and diverse teams
• Executive level experience interacting and influencing customers
• Demonstrated experience in managing cost, schedule and technical performance for a large program.
• Demonstrated experience in planning and meeting five year plans and AOPs.
• Demonstrated understanding and proficient use of program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP) / Integrated Master Schedule (IMS), Risk and Opportunity Management or similar business processes
• Demonstrated track record of developing customer relationships to fulfill their needs and ensure their satisfaction and continued business
• Demonstrated experience in strategic development, customer interface, or capture experience in the Defense Industry
• Demonstrated experience and accomplished leadership and management skills in technical, programmatic and customer focused marketing
  • Bachelor’s Degree in Engineering, Science, Math or Business
