Major Projects Director

Major Projects Director (MPD) is a leadership position overseeing and allocating resources for major nuclear construction projects (capital acquisitions with a Total Project Cost (TPC) greater than $750,000,000). The position is established as a critical INL capability to support development of the National Reactor Innovation Center (NRIC).

The position will direct nuclear construction (e.g. reactors, hot cell and/or radiological material processing facilities) and lead large, diverse integrated project teams (e.g. consisting of: in house staff; support contractors; universities; and private engineering, procurement, and construction [EPC] firms).

The MPD oversees all aspects of the nuclear facility design, acquisition, construction, and commissioning processes, working closely with technology developers, engineers, and architects to develop plans, establish timetables, and create costs estimates.

The
MPD is responsible for ensuring very large, complex nuclear projects are completed on budget, on schedule, and within scope. The MPD may be assigned to lead project teams for major system acquisitions, such as, Versatile Test Reactor (VTR). The MPD is expected to act independently as a senior management representative with DOE, industry and other partners, and serve as consultant to top management in long range company planning for nuclear facility development and deployment.

The
MPD will participate in the INL research and development of nuclear facility acquisition principles and practices to enable optimized nuclear facility design and construction, and the mentoring and training of nuclear construction management personnel.

Responsibilities:

• Oversees all aspects of major nuclear construction projects, including conceptual design, acquisition strategy, contractor selection, engineering, construction, and commissioning. Forms, motivates, and manages a diverse, integrated project team to deliver on assigned projects on budget, on schedule, and within scope.
• Lead collaboration with major construction project partners: DOE, EPC firms, universities, support contractors, and research and development groups.
• Helps recruit and mentor the next generation of project managers for complex/large acquisition projects.

• Bachelor’s Degree or higher in technical/engineer field with at least 20 years-experience in significant project management roles of nuclear projects
• Must have a comprehensive understanding of nuclear technology (e.g. nuclear reactor safety basis, design, and construction)
• Must have demonstrated experience managing diverse, high performing teams
• Must have strong negotiation skills and a consistent record of delivering on project outcomes
• Must be proficient in construction, operations, R&D, and business systems to assure project scope is accomplished, schedules are met, and work is completed within budget
• Must be immediately eligible to apply for and be granted a DOE “Q” security clearance
• Must possess experience with and/or understanding of appropriation process affiliated to government funded, major construction projects
• Must have extensive experience utilizing EVMS
• Preferred: Operating nuclear reactor management experience in Engineering or Operations, including STA or SRO qualification
• Preferred: Direct management experience in nuclear construction projects with TPC greater than $750m
• Preferred: Direct experience with DOE O 413.3B, Program and Project Management for the Acquisition of Capital Projects; and DOE O 425.1D Verification of the Readiness to Start-up or Restart of Nuclear Facilities
• Preferred: Project Management Professional Certification (PMP)
