Department Manager -Ship and Radar Systems Integration

Job Description:

The manager for the SVTAD Ship and Radar Systems Integration Department is responsible for leading a team of over 100 engineers that provides integration, verification, validation, test and analysis at premiere engineering test facilities for a broad spectrum of products and projects across Raytheon Integrated Defense Systems (IDS). SRSI’s primary focus is radar and sensors for ground and ship systems. The department manager will manage and lead the effectiveness of the department engineering staff and will execute to ensure customer success by providing world-class systems engineering expertise and efficient engineering processes and practices. The core focus of the department includes Systems Integration, Test and Analysis of SRSI programs including AMDR, DBR, SRP, M&I with varied domestic and international customers. Key facilities supported include systems integration, test and hardware in the loop facilities, including AMDR HWIL, Pelham Test Site. SRSI is comprised of many specialized Engineering skill sets; it is critical that this leader focus on the recruitment, development and retention of our resources with varied technical skills required to support IDS programs across the globe.

Responsibilities include, but are not limited to:

  • Lead activities to provide continuous improvement of our People, Processes, Tools, and Products.
  • Review program status, execute corrective actions, assist the Director in all areas related to Directorate operations including program/proposal staffing, cost proposal preparation and approval, personnel development and growth, performance development process, direction of IDS initiatives and controlling overhead expenses.
  • Extensive collaboration and interaction with Program Managers, CPT and IPT Leads, Directorate Managers, and other Engineering Leaders to achieve business objectives.
  • Oversee and enforce compliance with all phases of IPDS for all assigned capture activities and program execution to maximize business performance.
  • Monitor all EACs, Earned Value and develop tracking books to ensure program execution meets or exceeds program execution expectations.
  • Manage the development, review and approval of program BOEs.
  • Proactively contribute to the performance of the Directorate through program performance, product solutions, and interdependent execution.
  • Oversee the staffing of tasks, recruitment, performance development, proposal support, and technical execution to ensure program successful execution.

This position requires an active U.S. Security Clearance as of day one of employment. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.

Required Skills:

  • U.S. Citizenship is required
  • Active/Current Secret US Security Clearance.
  • 12+ years of Systems Engineering and/or System IV&V experience
  • 6+ years supervising staff in a direct leadership role (e.g. IPT lead, CPT lead, Project Manager, Test Director, etc.)
  • Experience in line management of engineering teams
  • Experience as Cost Account Manager working with Earned Value Management Systems (EVMS)
  • Experience preparing both technical and cost proposals
  • Experience with integration and testing of complex radar programs
  • Experience with a broad technical background including one or more of the following: systems engineering, software and hardware design, system integration and test
  • Bachelor’s Degree in STEM (Science, Technology, Engineering, and Mathematics).

Desired Skills:

  • Experience with IPDS and CMMI-5 compliant Gate Reviews and Tracking Books
  • Experience as a Test Readiness Review Chairperson and/or Independent Reviewer
  • Team leader, player and builder with the ability to engage and partner with programs
  • Experience working alongside Customer to bring in new contracts
  • Technical knowledge of Radars, Command and Control Systems, Missile Defense Systems, Flight Test ranges, Communication Systems, and/or Networks
  • Technically oriented, Self-Starter with the ability to independently pursue information
  • Familiarity with Domestic and/or International Military customer structures
  • Strong written and verbal communication skills
  • Excellent analytical and proactive problem solving Skills
  • Ability to influence others to achieve technical and programmatic goals
  • Strong department strategic vision and the ability to develop and execute change ideas
  • Experience as a Test Readiness Review Chairperson and/or Independent Reviewer
  • Team leader, player and builder with the ability to engage and partner with programs
  • Experience with Sarbanes-Oxley Estimate at Completion (EAC)
  • Driving performance and managing through change
  • Master’s Degree.
  • EVMS Certified
  • Top Secret Clearance
