Department Manager, Advanced Engineering Prototyping – Systems Test

Job Description The Department Manager (DM) of the Advanced Engineering Prototyping (AEP) organization reports to the Center Manager of the Advanced Test Systems Engineering Center (ATSEC), working collaboratively with the other functions and DMs as a member of the Leadership Team. ATSEC is an organization within the Systems Test Directorate comprised of six departments and an engineering population of approximately 600 people, with over $400M per year of delivered products. The ATSEC organization has the responsibility to grow and sustain Systems Engineering competencies throughout all test activities and to provide engineering capabilities and facilities to make test more affordable, credible, agile, and robust across all domains.

Within ATSEC, the AEP Department has the responsibility to deliver rapid prototyping engineering solutions for programs and product lines, including weapon systems and test equipment. The department is home to the Bike Shop, with the infrastructure and equipment for rapid prototype design, component fabrication, integration and test from initial concept to field demonstration. AEP also has the charter to provide quick reaction solutions in support of ongoing development, production and field test operations, as needed. With over $2M of ready-to-deploy inventory and a skilled-workforce of more than 100 employees, the AEP department supports all Raytheon Missiles Systems (RMS) products, including new business initiatives, maintenance contracts, Internal Research and Development (IRADs), special projects, Engineering Capital projects, and all other activities of the Systems Test Directorate.


Key responsibilities:
  • Provide effective guidance, coaching and leadership to Section Heads, IPT Leaders, and senior staff to ensure effective communications and execution of organization and program objectives
  • Ensure appropriate staff development through effective performance management including goal setting, career development, compensation, ranking & rating, employee learning, and developmental task assignments
  • Lead and manage Department staff, attracting, hiring, retaining and developing effective engineers, technologists, technicians and leaders
  • Maintain and mature engineering personnel, equipment, tools, processes, practices and capabilities to effectively support programs, projects and Engineering initiatives
  • Provide engineering oversight to projects through planning, execution and delivery.
  • Ensure the use of sound engineering practices and technical rigor in producing deliverables that meet Engineering and Program expectations and constraints
  • Create, capture and analyze metrics to measure organizational and program performance and to drive continuous process improvement
  • Travel to customers or offsite locations as needed
  • Maintain an open, inclusive culture of respect
  • Assist the ATSEC Center Manager in all areas related to Center operations including development and execution of RMS, Systems Test, and ATSEC initiatives
  • Active management of overhead expenses, including discretionary department overhead and training

Required Skills:
  • Twelve (12+) years of engineering experience to include leadership roles such as Section Head, IPT Lead, CPT Lead, and/or Program Manager demonstrating a strong technical and management background
  • Proven ability to prioritize work load in a multi-tasking, resource constrained work environment
  • Strong interpersonal skills with the ability to interact positively with peers, program management, functional management and customers in a team environment
  • Experience leading a multi-disciplined organization or team
  • Prior experience and competency in at least 3 of the technical areas related to Rapid Engineering and Prototyping, including hardware & software engineering design, procurement, fabrication & assembly, integration and test
  • Knowledge and experience with project planning and management
  • Experience with establishing and managing budgets
  • Existing DoD-issued Secret Clearance

Desired Skills:
  • Established working relationship with programs supported by the department and understanding of the scope of the products being developed
  • Influential communication skills including written, verbal and listening skills, effectively communicating at all levels of the organization
  • Experience in the application of Model-based Engineering (MBE)
  • Experience in rapid engineering and prototyping
  • Experience in mechanical fabrication, machine shop operations, welding and associated equipment
  • Experience in other disciplines and functional areas of Systems Test such as Integration and Verification Center, Test Systems Solution Center, Test Systems Engineering, Hardware in the Loop or Environmental Test
  • Top Secret/SSBI DoD Clearance preferred.

Security Requirement :
Must currently have DoD issued Secret Security clearance. TS/SSBI preferred.


Degree Requirements:
Bachelors degree in Electrical Engineering, Computer Engineering, Mechanical Engineering or Software Engineering, Masters preferred
