Defense Congressional Affairs Analyst

Key Role:

Provide a Deputy Chief of Naval Operations client with legislative and congressional support throughout the annual Defense Authorization and Appropriations process. Use existing Planning, Programming, Budgeting, and Execution (PPBE) systems and databases to develop, coordinate, track, report, and make appropriate analysis and recommendations to support government decisions on requirements, milestones, and progress. Provide analysis to support the development and implementation of Navy and Marine Corps strategy and policy. Develop risk-based strategies for legislative processes and planning. Develop and track metrics relating to strategy implementation. Provide analysis to identify, define, and close requirements using the legislative process.

Basic Qualifications:

-5 years of experience in a professional work environment

-3 years of experience in a managerial role

-Experience with congressional or legislative affairs and the congressional authorization and appropriations process, DoD legislative process, and working around senior congressional staffs and officials

-Experience with Planning, Programming, Budgeting, and Execution (PPBE)

-Experience in the OPNAV staff or working with SECNAV, SYSCOMS, PEOs, Office of the Secretary of Defense (OSD), Joint Staff, or COCOM staff

-Experience in working with requirements analysis and identification in Navy and Marine Corps programs

-Experience with regular direct client interactions in support of project delivery, delivering presentations, leading client meetings, and working independently, creatively, and analytically in a problem-solving environment

-Ability to track and comprehend acquisition and procurement goals as they move through the legislative cycle and plan, organize, and execute tasks with minimal direction

-Active Secret clearance

-BA or BS degree required

Additional Qualifications:

-Possession of excellent presentation, organizational, and interpersonal skills

-Possession of excellent oral and written communication skills

-MA or MS degree
