Database Administrator


The National Heart Lung and Blood Institute (NHLBI) is using this task order to utilize Agile principles to develop a database to assist with budget planning as it relates to various portfolios of research. Data inputs could be in the form of grants, contracts, publications or scientific concepts, associated to the researchers and funding organizations. Using historical analyses the output would help to support future financial planning as well as identify potential synergies of research. Using that output would provide a qualification process of Return of Investment (ROI) and transition into practice and development of new diagnostics, therapeutics and medical devices.  

The Database Administrator performs high-level, day-to-day operational maintenance, support, and upgrades for complex database management systems workstations and servers on multiple operating systems. 
  • Implements and maintains smooth operation and physical design of databases. 
  • Coordinates, directs and performs complex database software installations and upgrades to operating systems and related database software packages. 
  • Schedules installations and upgrades and maintains them in accordance with established IT policies and procedures. 
  • Continually monitors and tunes multiple database systems and databases to achieve optimum performance levels. 
  • Ensures database data integrity by evaluating, implementing, and managing appropriate solutions of varying complexities. 
  • Ensures database recoverability by developing and implementing a schedule of database backups and archive operations. 
  • Plans and implements the modernization of database implementations. 
  • Develops, implements and promotes standard operating procedures and schedules. 
  • Conducts audits of databases to ensure compliance with established standards, policies, and configuration guidelines. 
  • Develops and implements new standards, policies and procedures. 
  • Incumbent in this job works closely with Systems Admins, database engineers, and software developers to help determine and develop the database software and databases that will be implemented.

  • Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience.

  • ·         Bachelors and nine (9) years or more experience Data Analytics, database development and reporting.
  • ·         At least five years working with experience designing, implementing and maintaining a database system.
  • ·         Experience with establishing policies and procedures pertaining to the management, maintenance, and use of a database management system.
  • ·         Experience with training individuals in database management use, and keeping up with emerging technologies and new design approaches.
  • ·         Knowledge of database design and integration of systems, including backup recovery.
  • ·         Provided recommendations regarding enhancements and/or improvements.  
  • ·         Experience in maintaining security and integrity controls.  
  • ·         Knowledge of database administration and user standards and procedures
  • ·         Prior experience with scheduling of database projects, database and transaction log backups, notifications, and database replication between multiple SQL Servers and remote sites. 
  • ·         Public Trust.
  • ·         Prior experience with scheduling of database projects, database and transaction log backups, notifications, and database replication between multiple SQL Servers and remote sites. 
  • ·         ITIL certification; CompTIA Security+ Certification.
  • ·         Biomedical research or intramural program experience is a plus.
  • ·         NIH Experience.
