Data Science Program Manager

Description

This task order is to implement foundational reporting and analysis tools including the implementation of a Data Mart utilizing Data Mart and other tools for reporting and developing reporting for scientific and administrative needs. 

 

The Data Science Program Manger works in cross-functional teams with data at all stages of the analysis lifecycle to derive actionable insight. Translates mission needs into an end-to-end analytical approach to achieve results. Performs the pre-analytics areas of data collection and understanding, data cleansing and integration, and data storage and retrieval. Determines the appropriate analytics based on the data and the desired outcomes, using techniques including feature detection, statistics, data mining, predictive modeling, machine learning, natural language processing, and business intelligence. Interprets the validity of results and communicates the meaning of those results. Has familiarity with data wrangling, analytics, and visualization software and programming languages, including analytics methods for big data.  Follows a scientific approach to generate value from data, verifying results at each step. 

 

DESCRIPTION:

  • Independently performs complex data analytics tasks involving the application of advanced data mining principles, practices, techniques and reporting.

  • Identify opportunities for replacing existing custom developed reporting functions with Business Objects functionality.

  • Identify opportunities for increased efficiency in reporting.

  • Provide expertise in portfolio analysis, including semantic analysis tools in support of identified requirements from Scientific Portfolio Analysis Working Group (SPAWG)

  • Provide expertise in scientific and administrative data sources to use as universes within the Business Objects tool.

  • Provide expertise, make recommendations, and implement chosen solution(s) for future financial and business modeling.

  • Deliver technical presentations to senior management and customers.

  • May provide direction to Junior Data Scientists as well as other team members.

Qualifications

This position requires remote/telework. On occasion, candidate will need to travel in to the client sites in Rockville for meetings


Required Skills:

  • Bachelors and fourteen (14) years or more experience in Data Mining, predictive analysis, and/or machine learning.

  • Experienced in all phases of implementing a Data Mart: Designing, Building, populating, Accessing and Managing

  • Expertise in ontology driven architecture

  • Able to develop best practices to implement SAP Business Objects on top of Data Mart.

  • Experience with SAP Business Objects universes and administering SAP Business Objects Enterprise.

  • At least five years leading a team.

  • Experience with Business Intelligence tools and report development, including analytics methods for report development.

  • Excellent analytical skills, problem solving and troubleshooting ability

  • Excellent writing skills and ability to communicate effectively

  • Ability to analyze, model and interpret data

  • Critical thinking capabilities - able to look at numbers, trends, and data and come to new conclusions based on the findings

  • Public Trust

 

Desired Skills:

  • PMP Certification

  • Biomedical research or intramural program experience is a plus.

  • NIH Experience.
