Job Description

We have an opening for a Cost Price Analyst 3 / 4 to provide advanced and complex financial, cost, and price analysis.  You will perform site reviews of subcontractors’ accounting and estimating systems in accordance with applicable regulations and professional standards to support purchasing research and development, construction, and equipment, systems, materials, supplies and services purchases. You will perform financial, cost, and price analysis for the most complex, sensitive, specialized, and unique proposals and subcontracts.  This position is in the Supply Chain Management Department within the Business Directorate.

This position will be filled at either the F04.3 or F04.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties

- Perform pre-award financial and cost/price analysis of contractors’ proposals. Provide guidance on the pricing and assistance in developing negotiation strategies for complex contracts and/or agreements.
- Perform post-award reviews to determine costs incurred and charged to LLNS by subcontractors are in accordance with applicable regulations and subcontract terms.
- Determine final allowable costs of subcontracts and complete closeout of subcontract files.
- Provide detailed reports that document the results of analyses, audits, and recommendations.
- Analyze subcontractors’ proposed cost accounting systems for allowable costs, allocation of costs, and reasonableness. Review in detail the significant direct and indirect elements of costs.
- Participate in self-assessments, including both subcontract and invoice files.
- Participate in Contract Review Board meetings for solicitations and awards of subcontracts and agreements to ensure compliance with financial policies and procedures.
- Provide guidance and recommendations for innovative approaches, methods and techniques to analyze, evaluate and resolve issues.
- Perform other duties as assigned.

In Addition at the F04.4 level

- Perform analysis and provide advice and guidance on the pricing for the most complex, sensitive, specialized, and unique proposals and subcontracts.
- Perform reviews and/or evaluation of complex internal systems.
- Exert influence on the overall objectives and long-range goals of procurement strategies.


- Bachelor’s degree in Accounting or related field, or equivalent combination of education and related experience.
- Significant experience analyzing accounting systems for allowable costs and allocation of costs.
- In-depth knowledge of accounting principles and/or audit procedures.
- Significant experience reviewing pricing and in contracts and/or agreements.
- Significant experience performing cost-reviews and audits for contracts and/or agreements, including knowledge of negotiations, contracts, procurement practices, terms and conditions.
- Knowledge of government regulations.
- Ability to analyze and interpret complex financial statements and data, make decisions, solve complex problems, including ability to provide recommendations and advise management.
- Experience presenting detailed information in various types of reports.

In Addition at the F04.4 level

- Extensive working and broad practical knowledge of accounting principles, such as Generally Accepted Accounting Principles (GAAP), Generally Accepted Government Auditing Standards (GAGAS), and Cost Accounting Standards (CAS).
- Extensive working and broad practical knowledge of Government Acquisition Regulations, such as Federal Acquisition Regulations (FAR), and/or Department of Energy Acquisition Regulations (DEAR).
- Experience analyzing highly complex accounting systems for allowable costs and allocation of costs.


Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
