Cost Analyst, Senior

Cost Analyst, Senior

Key Role:
Perform highly complex financial or administrative reporting for major programs or contracts. Review and advise on or conduct cost, schedule, and contract performance, variance, and risk analyses. Analyze the development of cost controls, procedures, systems, and forecasting techniques to evaluate contract or program status, including ensuring compliance with government and customer requirements. Work on government mandated cost or accounting management systems, as assigned. Provide work leadership to junior employees, as needed.

Basic Qualifications:

-Experience with querying, entering, cleaning, transforming, or analyzing data

-Experience with the Microsoft Office, including Word, Excel, PowerPoint, and Access

-Experience with cost analysis, cost estimation, life cycle cost estimation, sales trends or forecasts, budget analysis, price analysis, or financial analysis

-Experience with developing metrics, reports, or products to communicate costs or other business trends

-Ability to build and disseminate databases or spreadsheets or other data products

-Secret clearance

-BA or BS degree

Additional Qualifications:

-Experience with DoD acquisition programs or other federal acquisition programs and systems

-Experience with Cost Benefit Analysis (CBA), Analysis of Alternatives (AoA), Business Case Analysis (BCA), Cost Effectiveness Analysis (CEA), Return on Investment (ROI) analysis, risk analysis, risk management, price modeling, cost estimation, cost modeling, trend analysis, forecasting, regression, or time series analyses

-Knowledge of technical performance measurements and technical parameters, including Key Performance Parameters (KPP), Key System Attributes (KSA), Measures of Effectiveness (MOE), or Measures of Performance (MOP)

-Knowledge of thresholds and objectives for technical performance measurements

-Knowledge of cost drivers, cost risks, cost impacts, system performance requirements, and technical risks

-Ability to review or provide inputs to operational requirements documents, capability development documents, or capability production documents

-Ability to deliver presentations to senior leadership and clients

-Possession of excellent oral and written communication skills

-MBA, MA, or MS degree

-International Cost Estimating and Analysis Association (ICEAA) Certifications, including a Professional Cost Estimator and Analyst (PCEA), Certified Cost Estimator and Analyst (CCEA), or Certified Cost Estimator and Analyst-Parametric (CCEA-P) preferred

-Defense Acquisition University (DAU) Defense Acquisition Workforce Improvement Act (DAWIA) Certifications, including Business-Cost Estimating (B-CE), Business-Financial Management (B-FM), Life Cycle Logistics, or Program Management preferred

Clearance:

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.
