Contracts/Purchasing Specialist

ECS is seeking a Contracts/Purchasing Specialist to work in our Washington, DC office.

Job Description:

  • Review and/or coordinate technical review of contract deliverables;
  • Provide technical direction within scope of contracts;
  • Draft, negotiate, and implement new contracts, amendments, renewals, and terminations;
  • Process and/or coordinate processing of contract related documentation such as modifications, task/delivery orders, letters, etc.
  • Maintain current contracts by updating demographics, fee schedules, and any service changes;
  • Coordinate design of contract verbiage with other internal departments including Legal, Finance, and Product Development;
  • Act as the point of contact for both internal and external customers in regards to contractual issues;
  • Review and/or coordinate technical review of contract deliverables;
  • Plan monitor and track supplier cost, schedule, and technical activities;
  • Coordinate on-going technical activities with suppliers and customers;
  • Conduct or coordinate supplier performance evaluations as appropriate;
  • Maintain tracking database spreadsheets for invoice processing;
  • Prepare, edit and/or coordinate requirements, program management and acquisition documentation, noncompetitive justifications, higher-level review packages and other documentation;
  • Prepare or edit statements of work (SOW), pre-qualification plans, evaluation plans, selection plans and other purchasing-related documentation;
  • Review technical and cost proposals as directed;
  • Assist in preparation and participate in negotiations as required.

Required Skills:

  • Must be a US citizen or Permanent Residents
  • Must be able to obtain a Public Trust clearance.
  • Bachelor's Degree or equivalent experience.
  • 5 years of experience with IT contracts with increasing responsibilities to include the management of complex, software systems development contracts, software licensing agreements, retail hardware and/or IT services.
  • Buying experience - solicitation development, proposal evaluation and contract award.
  • IT buy experience - Software and/or Services.
  • Self-motivated, and able to work independently or with a team.
  • Knowledge of Commercial, Federal, DoD and/or USPS purchasing and contracting procedures
  • Experience in contract management including evaluating and negotiating technical proposals, price proposals, modifications, terms and conditions.
  • Experience in contract negotiations, including negotiating labor mix, levels of effort, and terms and conditions for delivery orders awarded against a basic contract vehicle with fixed labor rates.
  • Experience in being the principal contract advisor to the requiring organization and to information technology program managers.
  • Ability to multitask on multiple contracts in a fast-paced environment.
  • Experience in drafting or reviewing statement of work (SOW) and non-competitive justification.
  • Ability to assist in coordinating current and future Technology Support/IT requirements with customers, staff, and at times, with suppliers.
  • Advanced Microsoft Office/Excel.

Desired Skills:

  • Master's Degree Preferred
  • Experience using PRISM (strategic systems support application)
  • Experience with Cyber Security and Cloud Computing
  • Experience with supply chain management and logistics
  • Experience with retail or point of sales (POS) systems
  • Private Sector could be a good fit.
