Contracts Manager

The Surveillance and Targeting Systems (STS) product line of Raytheon Space and Airborne Systems (SAS) is seeking a Contracts Manager for its McKinney, Texas location. The Contracts Manager will review, negotiate and execute business proposals and contracts with government agencies and other STS customers. This candidate will process and coordinate the communications, documents, and agreements needed to complete transactions and comply with applicable requirements (e.g., RFP, regulations, company policy, etc).

The candidate will be responsible for ensuring that negotiated terms and conditions comply with company policies and for advising management of contractual rights and obligations and of means to mitigate contractual/program risks. Regular travel may be required. Individual must be able to work in a fast-paced team environment, providing Contracts leadership and consultation to program management on contracting issues. Must be able to develop and maintain positive relationships with external and internal customers. Requires high level of analytical thinking, sound judgement, and excellent communication, coordination, and collaboration.


This position requires a U.S. person or the ability to obtain an Export Authorization from the appropriate government agency for non-U.S. persons.


U.S. Citizenship status is required as this position needs an active U.S. Security Clearance within 1 year of employment.


Responsibilities:


·Assist management with all aspects of contracts management from Cradle to Grave (RFP to Closeout)


·Collaborate with SAS’s Contracts department and all internal departments as necessary for contract management


·Participate in and/or conduct front-end strategic assessment of business pursuits, proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.


·Examine and understand Forward Pricing Rates, Cost structure estimates of material, repair services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.


·Advise management of contractual rights, obligations and means to mitigate contractual/program risks.


·Work with project engineers, project managers, and finance managers, to carry out value analyses in order to achieve best value.


·Compile and analyze data; maintain historical information and tracks contract milestones and deliverables to ensure conditions are satisfied prior to payment.


·Prepare reports and other documents and/or lead meetings that may be required for contract compliance and to ensure transparency of highlights, issues, and concerns for internal stakeholders.


·Develop and maintain strong internal and external customer relationships to drive results



Required Skills:


·Minimum of 8 years related experience in U.S. DoD contract or subcontract administration, finance, proposal preparation, contract negotiation, and post award reviews/audits.


·Proficiency with U.S. Government acquisition and related regulations, e.g. FAR, DFARS.


·Ability to understand the financial aspects of contracts and other business arrangements; ability to contribute to negotiation strategy; strong negotiation skills.


·Strong, effective oral and written communication skills; strong analytical skills; strong interpersonal skills


·Ability to work with and regularly communicate with Senior Contracts and Business Leadership


·Ability to manage multiple contracts in a fast-paced environment.


·Strong organizational skills and ability to manage multiple priorities.



Desired Skills:


·Willingness to take on additional responsibilities as required. Self-starter and team player with the ability to work independent of management oversight.


·Ability to obtain a Secret clearance.


·Experience negotiating and managing broad spectrum of contract types and agreements with a variety of customers (int’l, domestic, Govt, commercial)


·Past experience and working knowledge of International Contracting to include ITAR, FMS, and Direct Commercial Contracting.



Required Education


·Bachelor’s degree required, preferable in Business, Finance, Supply Chain, or related field



Desired Education


·Coursework, certificate programs, or degree programs in contracts management

Industry certifications for contract management professionals (e.g., NCMA CPCM or CFCM)
