Contracts Manager

Manager, Program Contracts (G11) – NWS Air Traffic Systems
Job Description
Raytheon IIS is seeking successful candidate to be responsible for the capture and management of contracts within the diverse portfolio of the Surveillance portfolio within the Air Traffic Systems sub mission area of Navigation Weather and Services.

The successful candidate will work manage a team while reporting to the Air Traffic Systems Senior Manager Contracts, and be the primary internal and external customer interface for the Surveillance business and contracting matters. In addition, the candidate will be responsible for ensuring that proposed and negotiated business deals comply with company policies and guidelines, and developing strategies to mitigate contractual/program risks. This assignment requires an ability to develop and maintain trusting relationships with external and internal customers ranging from US DoD, FAA, other defense contractors and potential direct commercial sale customers.

Duties will include leading Request for Proposal (RFP) analysis, working on a relatively small team to develop capture and proposal strategy for sole source pursuits, coordination of proposal development, contract negotiations, collaborative agreements, and general contract administration.

Required Skills:
  • Ten (10) or more years of experience in contract administration, including proposal preparation and contract negotiation
  • Must be a US Citizen with current/existing Secret Clearance or ability to obtain in a reasonable amount of time.
  • A proven track record of success while working independently in capture and/or contract management environment
  • Experience with DoD and FAA contracting, including FAR/DFAR and AMS familiarity and Direct Commercial Sale
  • Ability to understand the financial aspects of contracts and other business arrangements; ability to contribute to negotiation strategy and possess strong negotiation skills
  • Familiarity with Import and Export requirements, including ITAR, Export Agreements and Licensing
  • Computer proficiency, experience in Microsoft Word, Excel, Power Point, and shared data bases

Required Education (including Major):
  • BA/BS in Business, Management, Business Law, Finance, Contracts, Legal Studies, or related discipline; JD or MBA a plus OR equivalent combination of education and experience (Bachelor Degree = 8 years of additional applicable experience)



This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization. 126262
