Contracts Manager

The Contracts Manager will manage a variety of programs and new business pursuit activities within the Intelligence, Surveillance & Reconnaissance Systems Mission Area at Raytheon Space and Airborne Systems. This position will require the successful candidate to provide management oversight and guidance regarding terms and conditions interpretation and risk assessment to program management offices on multiple programs within their portfolio. Extensive experience with proposal preparation, negotiation, management of complex contracting arrangements, identification and mitigation of risk, and problem resolution is required. This position will act as the agent of the company and will lead and/or assist the program team in business meetings, reviewing RFIs and RFPs, advising capture teams as needed, preparing and submitting proposals, negotiations, forecast planning, contractual agreements, contractual financial set-up and cash collection, formal correspondence, customer and internal audits, customer relations, and day to day management/administration.

The position is primary interface to the customer, Contract Managers, Contracting Officers, DCAA and DCMA. Therefore, excellent communication skills, business acumen, and customer management skills are essential. Additionally, responsibility for the Contract Closure process and execution for all of Radar Sensor Systems’ contracts will be assigned to this position to work as a liaison between the Radar Sensor Systems Contracts staff and the Contracts Closure Office and customers, as necessary.


Responsibilities include:
  • Close interaction with external customers and internal program management office
  • Preparation and submittal of proposals
  • Leading proposal and contract negotiations to achieve business objectives while ensuring customer needs are met
  • Participation in all bid/proposal review activities and EAC reviews
  • Providing guidance on contractual rights and obligations, and means to mitigate contractual/program risk
  • Ensuring that proposed and negotiated T&Cs comply with company policies and guidelines
  • Supporting the business development team with new business pursuits, including establishing Proprietary Information Agreements, proposal support, and preparing and negotiating collaborative agreements as necessary.
  • Proactively engaging with the program/pursuit teams and customers to ensure that the programs are executing to contract requirements.
  • Responsible for preparation of customer communications
  • Responsible for day to day contract administration tasks
  • Participate in external customer reviews
Required Skills:
  • Minimum of eight (8) years of related work experience in contracts.
  • Familiarity and or working experience with contracts “common body-of-knowledge” (i.e., FAR, DFARS, ITAR, EAR, TINA, EVMS etc.)
  • Excellent interpersonal & communications (written and oral) skills
  • Ability to work effectively in an Integrated Product Team (IPT) matrix organization
  • Must be able to work with minimal supervision at times and within a fast-paced multitask environment
  • Must be comfortable and effective working in a team environment
  • Ability to understand and ensure full compliance at all times with applicable Company policy and guidelines
  • Must possess a current DoD Top Secret clearance
  • Aerospace and Defense industry experience and/or experience in companies that bring technology products to market in a highly regulated industry
  • Ability to apply legal aspects of government acquisition to the contract management function
  • Familiarity with Raytheon’s businesses, policies, and practices
  • Proficiency and experience working sole source and competitive acquisitions
  • Defense Industry specific contracts or industry related experience preferred
  • US Citizen

Required Education:
Bachelor’s Degree in Business, Law, Finance or related field

Desired Education:
MBA or other related advanced degree

This position requires a U.S. person or the ability to obtain an Export Authorization from the appropriate government agency for non-U.S. persons.

U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.
