Job Description:
Raytheon Integrated Defense Systems (IDS) Business has an exciting opportunity for an International Contracts Manager working within our globally centric Integrated Air & Missile Defense (IAMD) Business Area. We are looking for a passionate Contracts professional to accept a high degree of responsibility in a complex, multi-contract International Program area, with a valuable strategic and long standing customer in the Middle East Region, the United Arab Emirates (UAE). This position will be located at the Raytheon offices in Andover, MA. This individual will be responsible for managing the transactional components of Direct Commercial Sales contracts and pursuits in UAE. This individual should possess prior knowledge of Direct Commercial Sales (DCS), Offset, and Foreign Military Sales (FMS) contracting, and business acumen.

The ideal candidate shall:
  • Establish a close working relationship with the both the CONUS and OCONUS Program Office and supporting Functional Leads.
  • Handle all CONUS contracts duties resulting in achieving program and business area objectives.
  • Lead CONUS cash collection activities for bank submissions for all IAMD DCS contracts in UAE.
  • Lead CONUS team with all contract Amendments, to include proposals.
  • Coordinate with OCONUS Contracts lead to assist with securing all required documentation necessary for compliant bank submissions following contractual deliveries / milestone completion.
  • Ensure successful governance/compliance with Raytheon Company Policies and Ex/Im obligations and regulatory requirements.
  • Take ownership of tough issues and use knowledge of situational dynamics to establish personal engagement strategy.
  • Work across the enterprise to shape opinions of key stakeholders, balance competing priorities while working in a fast-paced, dynamic environment.
  • Recognize business and contractual issues in program performance, implement solutions; carry to completion, while exercising good judgment with minimal supervision.

Required Skills:
  • Minimum of eight (8) years contracts experience
  • Demonstrated ability to develop effective relationships with international customers.
  • Strong negotiations experience and demonstrated ability of cross-functional leadership within a geographically dispersed team.
  • Strong business acumen with the ability to clearly recognize risk elements in business transactions, providing governance to the program team in carrying out the terms of the contract
  • Strong communication and interpersonal skills.
  • Ability to work in a fast-paced and dynamic business environment.
  • Ability and willingness to travel to support program needs.

Desired Skills:
  • Experience working with DCS acquisition and/or related regulations.
  • Working knowledge of TAA and licensing requirements.
  • Ability to retain/obtain US Government Security Clearance (Secret).
  • Experience working with UAE or other Middle Eastern countries.
  • Demonstrates cross-cultural awareness and sensitivity.
  • Advanced degree (Masters or J.D.)
  • NCMA Certification (CPCM of CFCM)

Required Education:
  • BS degree in Business Administration, Finance or other related degree.
