Contract Task Order Lead

 

The Task Order Lead (TOL) shall provide technical management oversight focusing on the overall quality, timeliness, and standards established by the client organizations as well as processes and standards established by the Program Management Office, while ensuring efficient/optimal manning to enhance service delivery outcomes across a highly complex program. Technical management and oversight extends but it not limited to; monitoring contactor workforce performance, task delivery schedules, ensuring adequate/minimum-manning coverage for mission support services, coordinating new technology training needs, and ensuring preparedness of incoming contractors.  The TOL shall serve as the liaison between the Program mission and the Program Management Office (PMO) and shall be empowered to support service delivery requirement across the program and Mission Support directly.  The TOL shall provide effective communications to both Government and contractors, managing performance, detail, and compliance to provide for the most efficient execution of the contract to meet customer product and service requirements across the life cycle spectrum.

 

Primary Responsibilities

The Task Order Lead will provide management oversight focusing on the overall quality, standards and performance to ensure to include, but not limited to:

  • Overall contract performance, compliance and adherence to contractor schedules
  • Ensuring proper/required coverage for global mission support requirements
  • Managing customer & workforce relationships
  • Ensuring management team effectiveness and preparedness of new incoming contractors
  • Serve as liaison between the mission and the Program Management Office while supporting the mission directly; providing effective communication to both Government and contractors
  • Ensuring customer requirements are staffed with qualified personal to ensure outcomes are realized
  • Facilitate successful performance and provide detailed technical management of the contract team
  • Responsible for Risk and Opportunity Management, overseeing team level activities across the systems and services lifecycle with emphasis on driving continuous improvement, enabling modernization initiatives, and delivering outcomes against technical projects
  • Management of cost, schedule, and technical performance for each product line within the task order quantifying metrics at the mission area or product level
  • Enhancing organizational culture to provide for engineering rigor, discipline and alignment with organization unique Development & Engineering (D&E) processes.
  • Track and report on approved service improvement activities with respect to contract development practices, innovation priorities, technology exploitation initiatives, and mission support excellence while tailoring contract processes based on gaps experienced and lesson learned
  • Identify and implement common engineering practices across the Task Order Product Lines to ensure common methodology, processes, procedures, and engineering artifact generation to support the overall life cycle
  • Maintain awareness of emerging best practices and technologies for task order and product portfolio management
  • Lead the creation of task order plans and interact regularly with government program sponsors, stakeholders, product teams and others in completion of the work and communicating status

The Task Order Lead will:

  • Identify opportunities for the program to better serve the customer and war fighter needs
  • Establish milestones and monitor adherence to master plans and schedules
  • Interface with ARMA-Global/GDIT recruiting teams, identifying personnel requirements for new and existing vacated program positions
  • Review Knowledge, Skills, and Abilities (KSAs) to meet customer capability requirements for all advertised positions to ensure optimal resourcing alignment to yield delivery of products and services IAW customer vision and strategy
  • Lead customer meetings to discuss schedules, performance, constraints, enablers, impediments to achieving optimum performance
  • Solicit feedback from customer community to determine quality of contract performance
  • Provide guidance and advice in response to key performance indicators to correct deficiencies
  • Establish effective performance metrics for all services provided
  • Represent the Task Order at senior level technical briefings and staff meetings
  • Coordinate responses to rapid development efforts to satisfy critical mission needs and new innovative capabilities that enable delivery of real-world combat effects
  • Support milestone delivery regarding Development and Engineering processes (e.g., AoA, PDR/CDR, Readiness & Sustainment planning activities, etc.)
  • Responsible for submitting and/or ensuring submission of all reports in accordance with the contract Performance Work Statement and company policies
  • Some travel may be required, but is not expected to exceed 4-6 weeks annually

Required Experience:

  • *Minimum 10 years recent and relevant experience managing or leading programs with scope for systems, services or equipment installation, maintenance and operations, aircraft operations, aircraft avionics, and maintenance management
  • Excellent interpersonal skills to assist next line managers in solving problems and providing conflict resolution support to ensure effective service delivery and mission support
  • 3 years of experience overseeing technical projects and/or efforts of similar scope
  • 2 years’ experience as a Chief Engineer, Lead Systems of Systems (SoS) Engineer
  • Systems Engineering lifecycle expertise with emphasis on Life Cycle Sustainment Planning, Systems Engineering Plans and other Systems of Systems Engineering standards
  • Familiarity with reviewing technical proposals, establishing technical plans, developing technical Basis of Estimates (BOEs), Integrated Master Plans/Integrated Master Schedules and establishing capable teams to deliver technical successful outcomes
  • Strong understanding of DoDAF 2.0 and/or UML
  • Demonstrate an understanding of DoD Cyber Security and Information Assurance requirements with emphasis on Risk Management Framework
  • Demonstrate a basic familiarity with Project Management standards and frameworks
  • Must exhibit a passion for workforce and customer success
  • Manage personnel growth and development conditions to foster emerging talent and create growth opportunities within and beyond the program

 

Education

Bachelors Degree in a technical discipline and/or management.

Qualifications
  • 12 years experience with a Bachelors in Science; 10 years with a Master’s degree; 8 years with PhD degree.
  • Core systems engineering processes experience including one or more of the following: architecture definition, requirements definition and flow-down, validation and verification, and baseline management
  • Minimum Current DoD Secret clearance with the ability to be granted a TS/SCI clearance.
  • Familiarity with a variety of contract types (CPFF, FFP, T&M)
  • Experience leading teams in the design, development, delivery, fielding and sustainment of C4ISR technical services for employment within Air, Land, Sea, or Space is desired
