Contract and Acquisition Subject Matter Expert

Key Role:
Provide federal acquisition management and contract expertise to support a federal healthcare purchased care program. Serve as task lead and subject matter expert (SME) for highly visible, complex contract modifications that will assist with the development of requirements, timelines, tracking, and stakeholder collaboration. Facilitate working sessions, capture and document risks and impacts, offer best practice procurement solutions, and identify performance enhancing initiatives that can be implemented by clients to improve mission delivery. Manage schedules and dependencies and oversee team performance, execution, and enforce quality control measures. Compile materials and brief senior-level government leaders. Perform in a professional team environment and complete both individual and team tasks in areas that include contract management, deliverable tracking, performance management, contract administration, and consulting or advisory and assistance services. Apply relevant Federal Acquisition Regulation (FAR) and agency-specific acquisition regulations as well as policies and procedures to assist the client with acquisition and contracting issues.

Basic Qualifications:

-8+ years of experience in the federal government or consulting services, including 5+ years of experience with acquisition, contracting, or procurement

-Experience with supporting federal healthcare clients or purchased care contracting environments

-Experience with leading teams and managing multiple concurrent tasks

-Knowledge of the federal government's acquisition or contracting policies, including the FAR

-Ability to gather, analyze, conceptualize, and interpret quantitative and qualitative information to support problem-solving approaches

-Ability to obtain a security clearance

-BA or BS degree in Business Administration, Public Policy, or Healthcare Administration

Additional Qualifications:

-1+ years of experience with the Department of Veterans Affairs (VA) or other federal healthcare entity

-Knowledge of the VA Acquisition Regulation (VAAR) or Defense FAR Supplement (DFARS)

-Possession of excellent oral and written communication skills

-Public Trust clearance

-MA or MS degree in Business Administration, Public Policy, Healthcare Administration, or related field

-Contracting or Acquisition Professional Certification, including NCMA, DAWI, or FAI

-Project Management Professional (PMP) Certification
