Summary:

The CommunicationsSecurity (COMSEC) Lead will act as the site lead to theoperation of a Navy Telecommunications center (i.e., transmission, receipt,acceptance, processing, and distribution of incoming and outgoingorganizational message traffic) in support of the Naval Surface Warfare Center– Panama City Division (NSWC PCD) Corporate Operations Department.

Duties andResponsibilities:

  • Overseethe support services to the Communications Office operations and all outputfrom the Communications Office.
  • Maintainprocedural manuals and instructions pertaining to Communication Centeroperations.
  • Overseethe separation of messages by classification levels and then by user. Lead distributionof both classified and unclassified messages via appropriate NMCI or NextGeneration Enterprise Network (NGEN) connection. Manually review, approve, androute all messages. Create and maintain a list of manually routed messagesubjects and individual recipients. Destroy all unclassified and classifiedhard copy messages by shredding.
  • Willbe required to access COMSEC materials which requires up to and including TopSecret clearance in order to perform duties
  • Evaluateand enforce training requirements for all users and ensure their readiness toperform message traffic services. Execute training strategies to provide thenecessary level of knowledge for all users.
  • Providesupport services to the Media Transfer Agent (MTA) in accordance with CommandDirectives.
  • Maintaindaily physical security checks and logs, which include SF 701 “Active SecurityChecklist” and SF 702 “Security Container Check Sheet” and equipment inventoryand visitor logs, as required in Government provided workspace.
  • Operatean Automated Entry Control Systems (AECS) client workstation to create accesscredential records, insert and edit associated access rights, revise or deleterecords, and produce reports.
  • Provideguidance to lower level COMSEC clerks on essential duties and responsibilities.
  • Other duties as assigned

MinimumQualifications: (Toperform this job successfully, an individual must be able to perform eachessential duty satisfactorily.)

  • Bachelor’s degree preferred
  • 9+ years of relevant experience required
  • Demonstrated experience as a COMSECClerk and in administrative tasks related to Key Management Infrastructure(KMI) program, packaging, receiving, and transporting COMSEC and KMI materials,placing status markings on COMSEC material, and conducting page checks andentering amendments and corrections into Electronic Key Management Systempublications.
  • Prior training and experience inthe operation of a U.S. military telecommunications center includingtransmission, receipt, acceptance, processing, and distribution of incoming andoutgoing message traffic
  • Must possess a valid driverslicense
  • Ability to obtain and maintain aTop-Secret level clearance required

Knowledge, Skillsand Abilities:

  • TS/SCI preferred
  • Formal U.S. military training andexperience in the handling of COMSEC materials, or completion of applicableportions of the NAVEDTRA 43462 Personnel Qualification Standard (PQS).
  • Must have excellent communication skills and ability to work well within a team.
  • Must have excellent skills in time management, setting priorities, and providing guidance to other professionals.
  • Must have the ability to work long hours that includes nights, weekends and Holidays as required.
  • Must have the ability to travel as needed

  • The employee will normally work ina temperature-controlled office environment, with frequent exposure toelectronic office equipment.
  • During visits to areas ofoperations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborneparticles, toxic or caustic chemicals, and loud noise.
