Job Description


Job Title:  Communications Consultant

Location: Silver Springs, MD

Reports to: Program Manager

FLSA Status: Hourly Non Exempt



The Defense Centers of Excellence (DCoE) for Psychological Health (PH) and Traumatic Brain Injury (TBI) was created in December 2007 in response to a mandate by Congress for the Department of Defense (DoD). DCoE’s mission was to improve the lives of our nation’s service members, families, and veterans affected by PH/TBI by advancing excellence in prevention and care. DCoE’s intent was to be the trusted source and advocate for PH/TBI knowledge and standards and profoundly improve the systems of care. Target audiences included Military Health System (MHS) leaders, healthcare providers, academic centers, service members and their families and communities, and other stakeholders. By serving as the principle integrator and authority on PH/TBI knowledge and standards of care for the DoD, DCoE was uniquely positioned to accelerate improvements in PH/TBI outcomes and policy impacting the continuum of care and further reducing variability across the services. Pursuant to these goals, DCoE became one of the newest organizations to join the Defense Health Agency (DHA) in February 2016. Following the disestablishment of DCoE on 1 October 2017, the resources and missions within DCoE were realigned within DHA and the resources applicable to this contract were moved to Research and Development (J9).



We are seeking a Communications Consultant to assist with the Defense Health Agency (DHA) Research and Development (J9) Integrated Support Services (ISS) contract. ISS is composed of seven (7) sections which include: The Staff Action Gap (SAG), Knowledge Translation (KT), Integrated Product Support Services (IPSS), Research Portfolio Management (RPM), Office of Research Technology Applications (ORTA), Human Research Protection (HRP), and Human Services Research (HSR).



  • Responsible for Strategic planning and communications.
  • Responsible for assisting with organizations key measures, operational plan and strategic plan.
  • Should be familiar with excel basics and advanced formatting.
  • Will edit communications another public facing communications with potential for writing articles and blog posts.
  • Responsible for meeting management.
  • Responsible for pre meeting logistics and planning.
  • Assist with meeting facilitation.
  • Develop meeting templates, schedule presenters, take notes and produce post meeting due outs.
  • Meet or exceed targeted billing hours (utilization).



This position will not have supervisory authority.



  • MA/MS degree in communications or equivalent required.
  • Ten or more years’ experience with strategic communications of Federal government research and development programs required.
  • Professional certification desired.
  • Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information.



  • Knowledge of Psychological Health and Traumatic Brain Injury Research and Development
  • Skilled at all aspects of strategic communications in an embedded multi-contractor environment
  • Ability to tailor support to accommodate changing mission priorities



  • Upon hiring, candidate will be subject to a Public Trust investigation which is required to be adjudicated and maintained, in order to remain eligible for employment, per contract and government requirements



The duties of this position are primarily performed in a climate controlled office environment. Occasional travel and overnight stay may be required.
