Required Education: High School Diploma, or equivalent required. A technical bachelor’s degree counts as three (3) years of experience.

Required Experience:  Ten (10) + continuous years of work experience in Computer Network Operations, or a related field.


Federal Data Systems is seeking a Computer Network Operations Planning Support Specialist (CNOPSS) to fill a position supporting our Maryland partner. Qualified and accepted candidates will work on-site, supporting various types of NTOC planning efforts in support of Computer Network Operations. Most activities will also entail development of requirements and/or providing actionable recommendations and technical support.

Functional Responsibility:

The Computer Network Operations Analyst will:

·         Perform multi-source research of all exercises involving CNO to support operations personnel and overall synchronization.

·         Assess the value of materials compiled from research.

·         Document objectives, activity benefits, and common CNO threads.

·         Outline key operations processes and metrics.

·         Develop and document new processes and procedures for assessing impact, measures of effectiveness, and follow-on courses of action.

·         Recommend metrics to support NTOC Operations Leadership decisions.


·         Six (6) years of Computer Network Operations experience working within the Intelligence Community.

·         Subject Matter Expert level expertise regarding CNO throughout the U.S. and how the NTOC, NSA and other CNO partners create a common view of data to enable operators and analysts to gather, analyze, display, evaluate, and disseminate all-source CND information to support NTOC and its various mission partners (including Second Party) exchange situational awareness.

·         Subject Matter Expert level expertise with relevant CNO tools and databases.

·         Subject Matter Expert level expertise in analyzing intelligence and/or related information and technical data, describing opportunities, documenting information and processes, gathering intelligence information, interpreting complex information, performing internet research, writing and editing skills at a technical/professional level, and managing internal and external customer relations.

Preferences: Excellent writing and verbal communication skills.

Working Conditions:

Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are normally set from Monday through Friday 8:00am to 5:00pm, however some extended or weekend hours may be required. Additional details on the precise hours will be informed to the candidate from the Program Manager/Hiring Manager.

Physical Requirements:

May be required to lift and carry items weighting up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the work day.

Background Screening/Check/Investigation:

Successful Completion of a Background Screening/Check/Investigation will be required as a condition of hire.
