CNO Planning Support Specialist – Senior Level

This effort requires personnel who can support various types of NTOC planning efforts in support of Computer Network Operations (CNO). Most planning activities also entail development of CNO requirements and/or providing actionable recommendations and technical support.

Personnel may specifically be required to:

(1) Understand and support exercises to include the development of requirements and a long-term strategy to support those requirements;

(2) Identify, organize, and document steps to conduct CNO, which may include the development of long-term functional requirements;

(3) Assist in the determination of risks and benefits when recommending actions to mitigate cyber threats, develop success criteria associated with CNO to be performed, and prepare assessments of CNO conducted by NTOC and its mission partners;

(4) Assist with the integration and synchronization of CNO activities and deliver actionable recommendations and technical support; and/or

(5) Assist with process gap analysis and process development in support of CNO and deliver actionable recommendations and technical support.

Basic Qualifications:

Senior Computer Network Operations Planning Support Specialist: (CORE Position):

Shall have a minimum of eight continuous years of work experience in computer network operations or a related field, or a combination of a minimum of five continuous years of work experience and a Bachelors’ degree in an applicable (for example, math, science, computers, engineering) field.

Work experience shall include five years of Intelligence Community experience in computer network operations or a related field.

Shall have demonstrated expertise regarding CNO throughout the U.S. and how the NTOC, NSA and other CNO partners create a common view of data to enable operators and analysts to gather, analyze, display, evaluate, and disseminate all-source CND information to support NTOC and its various mission partners (including Second Party) exchange situational awareness.

Shall have demonstrated expertise with relevant CNO tools and databases used for the customer mission.

Shall be considered a Subject Matter Expert in conducting planning activities and preparing associated documentation.

Depending on the task, individual must be either a Subject Matter Expert in exercise support, CNO, strategic planning, performance management or process development and be able to serve as a Subject Matter Expert for working groups and meetings with partner organizations I agencies.

Shall have demonstrated expertise in analyzing intelligence and/or other related information and technical data, describing CNO opportunities, documenting information and processes, gathering intelligence information, interpreting complex information, performing Internet research, writing and editing skills at a technical/professional level, and managing internal and external customer relations.

Shall be an effective writer and verbal communicator.

US Citizenship is required.
