Responsibilities:

Provide System Engineering and Technical Assistance (SETA) to identify, analyze, oversee development, evaluate, mature and transition science and technologies to satisfy emerging requirements and deliver revolutionary capabilities in support of Government objectives. Define the Research and Development (R&D) strategy and plan to discover and mature scientific capabilities and concepts to meet emerging needs. Provide expert consultation to the Government Chief Scientist on organizational R&D strategies and plans. Provide direction to contractor teams in the execution of R&D to discover and mature space and ground system capabilities. Remain cognizant in all aspects of scientific concepts and developments and Technology Readiness Level (TRL) for space and ground systems. Engage with user to identify unsatisfied emerging needs and requirements. Collaborate with acquisition experts to define R&D objectives, requirements, desired outcomes, plans and schedules, and technology transition targets. Evaluate R&D contractor proposals and technical feasibility and provide recommendations for contract awards. Assist in the creation and maintenance of technology roadmaps. Analyze and evaluate R&D contractor development assessing progress of development and maturation of science. Provide recommendations to continue, re-plan or discontinue R&D projects. Participate in the evaluation of technology readiness and provide recommendations to transition science and technology.  Assess technical and programmatic risk and opportunities and provide recommendations to mitigate risks or exploit opportunities. Support the planning and execution of integration, test and transition of technologies to user.  Translate and communicate complex mathematical, physical, and technology concepts for varied audiences with diverse backgrounds (e.g., tactical users, administrative decision makers, science boards).

Qualifications:

  • Bachelor's with 12 - 15 years of experience or a Master's with 10 - 13 years of experience or a Ph.D. with 10+ years of experience
  • Recognized expert within the Industry
  • Leads efforts to capture new business through technical work and capability briefings.
  • GEOINT, SIGINT or Multi-INT domain experience
  • Extremely strong technical writing and presentation skills
  • TS/SCI with polygraph
