Chief Engineer

 

Job Description
***Must have current TS/SCI with poly clearance***

This position is responsible for running the daily operations for a mission critical facility at a USG site. The position will be a vital part of a facility operations team supporting the customer’s mission and keeping their data facility online and operational. The daily duties will range from engineering analysis for building HVAC systems, direct customer interface for system/efficiency improvements, daily interaction with the entire facility team (Ops, O&M, etc.), working on various facility processes, directly managing the 24/7 Operations department, to coordinating project & maintenance support for active projects within the facility.

In the course of filling this role, one will be responsible for detailed tasks such as:
--Provide leadership, training, and oversight of the Operations staff and point of service supervision for in-house and subcontracted maintenance activities
--Maintain daily building operations by facilitating workflow between Operations shifts and O&M department
--Analysis of existing HVAC systems (dry-cooler based chilled water systems, pumping systems, hot water boiler systems, glycol systems, small fan-coil systems, critical grade/computer room cooling units, etc.) and develop a detailed plan of efficiency improvements or system modifications based upon system operations and operations logs
--Root cause analysis of any system failure events, including after-action summary report for submission to customer
--Review & re-organization of existing facility Preventative Maintenance (PM) program; including developing detailed job tasks for regular equipment maintenance, creating maintenance schedules and assisting in ensuring the customer’s CMMS system is tracking and properly scheduling equipment maintenance
--Development of the facility recapitalization plan for use in customer budget planning
--Serve as the primary on-call resource for after-hours mechanical system issues at the facility
--Review & Development of detailed SOPs/MOPs/EOPs for use by 24/7 Operations staff
--Assist in administration of Vendor maintenance contracts; helping coordinate system outages, scheduling of vendor work, direct coordination with vendor to ensure site access, review of vendor SOWs for effective scope & execution of scope by vendors, plus tasking of vendors for maintenance visits
--Direct customer coordination on tasks such as IT room cooling efficiencies, general hot/cold temperature issues, chilled water plant optimization, chiller optimization, dry-cooler fan optimization, coordination/status meetings, etc.
--Review of system operation logs to evaluate system performance and preemptively identify system issues
--Assist Configuration Manager working within the customer CMMS to ensure system assets are accurately documented, work orders are input properly, PMs are correctly assigned, and perform QC of various input data

The position will also be responsible for directly managing a 24/7 Operations department. The Operations group consists of twelve building Operators that provide 24/7 support for the facility. This position would be responsible for:
*Overseeing the employees & serving as their direct management
*Evaluating/modifying shift-schedule as needed
*Ensuring appropriate coverage of operator shifts and hiring for vacancies if the need arises
*Even distribution of workload/PMs across the various shifts
*Oversight of PM work to ensure effective completion of tasks on PM job plan

In addition to many of the above tasks, this position would also be responsible as a backup to the Facility Manager, providing on-call support after-hours, attending regular customer meetings, providing status to program management, and other tasks as necessary to support the facility.

 

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in engineering field of study and six (6) years of work-related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications in order to comply with local requirements
• Must have current TS/SCI with poly clearance
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner

 

Other Job Requirements
• Minimum of five (5) years’ experience in Operations and/or Maintenance of major mechanical and electrical utility systems at a large facility (>75,000sqft) or central cooling/heating plant or power generation facility.
• Minimum of three (3) years’ experience in supervising rotating-shift Operations and/or Maintenance
• Adept at reading/understanding MEP engineering design documents
• Ability to communicate effectively
• Highly skilled at computer use, including ability to create detailed graphical presentations to on-site customer, learn new software programs, etc.
• Advanced knowledge of Microsoft Office suite; i.e. Word, Excel, Powerpoint, & Sharepoint
• Effective at system evaluation and problem solving skills
• Understanding of commercial mechanical systems, especially chilled water plants, pumping systems, air-handlers, and computer room air conditioning units
• Understanding of mechanical control and communication systems, including BMS systems that provide hierarchical control of larger cooling plants/systems
• Basic understanding of project management & construction management
• Exceptional organization skills; including management of electronic files for building historical documentation
• Basic familiarity with commercial electrical systems
• Adept at reading and understanding system documentation – O&M manuals, project submittals, SOPs, etc.
• Exceptional technical writing skills

 

Preferred Qualifications
• Extensive knowledge of design/construction and facility management field with experience overseeing construction projects or directly involved in management of large commercial facilities
• Field experience has involved data centers/mission critical facilities with large commercial infrastructure systems built with redundant components & systems to ensure continuous, uninterrupted uptime
• Experienced in system energy efficiency evaluations
• Ability to develop & sustain productive customer relationships while meeting the company’s needs
• Flexible and adaptable approach; willingness to take on new challenges; adaptable to changing requirements, customer requests, and variable site needs
• Ability to demonstrate strategic thinking and long-term planning
• Proactive reporting of progress and accomplishments of assignments and apply necessary follow-up to monitor progress and results of tasks and assignments
• Analytical approach to problem solving and identifying potential solutions
• Ability to set and maintain high standards of performance with responsibility and accountability for successfully completing assignments and tasks
• Proficient in CMMS system; preferably Maximo
