Career Opportunities to support the Chief Information Officer for Navy Manpower, Personnel, Training and Education (MPT&E) enterprise (OPNAV N16)

SAIC anticipates a requirement to fill a number of diverse positions located on government sites in Arlington, Va and contractor sites in Norfolk, Va in support of the Chief Information Officer for Navy Manpower, Personnel, Training and Education (MPT&E) enterprise (OPNAV N16).  This effort will encompass all aspects of N16 CIO and IM/IT Requirements at the Echelon I level, as well as at the Echelon II/III level at BUPERS/NPC, CNRC, and NETC. The support will require direct interaction with government action officers and program managers across the enterprise as well as all other Navy Enterprises and Enablers to support N1 IM/IT responsibilities.  


All positions require an active Secret clearance to start.


As part of this exciting effort, SAIC is looking for incumbent and experienced personnel to fill a wide range of positions. Positions will be located in Arlington and Norfolk, Va. 


Positions will be available in the following areas and with experience and certification expectations: 


Program Manager 
Degree: Bachelor’s degree in information technology, computer science, physical science, business or math. Master’s in a related field may be preferred at the task order level. 
Years of Experience (YoE): 15 
General Experience: Strategic Decision Making, Communications, Complex Problem Solving, and Design and Implementation of Business Processes and Controls. 
Certifications: Project Management Institute (PMI) Program Management Professional (PMP) may be required at the task order level. 

Project Manager 
Degree: Bachelor’s degree in information technology, computer science, physical science, business or math. 
YoE: 10 
General Experience: Project Management, Data Analysis, Organizational Management, and Business Process Improvement 
Certifications: Project Management Institute (PMI) Program Management Professional (PMP) may be required at the task order level. 

Analyst (Information Assurance and Finance positions):

Degree: Bachelor’s degree in information technology, computer science, mathematics, statistics, business, engineering, or physical science

YoE: 3-10 
Candidate must have experience in Complex problem solving, software, systems, business processes, cyber security, network, hardware installation, network management, enterprise communications, information assurance, system administrator, data standardization.  Experience with Financial Management/Accounting in a Federal Government environment in areas to include Cost Estimating, program budget, execution, and Federal financial and accounting policies and system requirements would be a plus.

 

Developer/Architect:

Degree: Bachelor’s degree in Management Information Systems, Information Technology, Computer Science, Math, Business, Engineering, or Physical Science.

YoE: 10 
Candidate must have experience in software, systems/network architecture, project management, cloud infrastructure and be proficient with IBM Rational System Architect. 

Qualifications: Bachelor’s degree in Management Information Systems, Information Technology, Computer Science, Math, Business, Engineering, or Physical Science.  10 Years of relevant experience.  A final Secret clearance is required to start.

 
Engineer:

Degree: Bachelor’s degree in Management Information Systems, Information Technology, Computer Science, Math, Business, Engineering, or Physical Science.

YoE: 10 
Candidate must have experience in Software, systems, business processes, system/network/ software/hardware integration and cloud infrastructure and be proficient with IBM Rational System Architect. 

 

Specialist I (Information Assurance and Finance positions):

Degree: Bachelor’s degree in Computer Science, Math, Business, Engineering, or Physical Science.

YoE: 10 
Candidate must have experience in Financial Management/Accounting in a Federal Government environment in areas to include Cost Estimating, program budget, execution, Federal financial and accounting policies and system requirements or Information Assurance expertise in the areas of IA policies and procedures including DIACAP, NIST, RMF, and FISMA, STIGS, FEDRAMP, Cloud Security, IdAM.

 

Specialist II (Information Assurance and Finance positions):

Degree: Bachelor’s degree in Management Information Systems, Information Technology, Computer Science, Math, Business, Engineering, or Physical Science.

YoE: 6-8 
Candidate must have experience in experience in one or more of the following:  cost estimating, program budget, execution; or IA/cybersecurity proficiency in the areas of IA policies and procedures including DIACAP, NIST, RMF, and FISMA is required.

 
 

 

Qualifications

All positions will require a minimum active Secret Clearance.

 

Education, Experience and Certification requirements will vary depending on position role and level.
