PAE is seeking an Explosive Ordnance Disposal (EOD) qualified C-IED/EOD Project Manager to support our customer in the Middle East.  This position will be responsible for managing and providing training alongside Coalition Forces delivering training to Partner Forces in all aspects of C-IED methodologies to enable response to IEDs and other explosive hazards.  

Primary responsibilities include:

  • Provide and manage training and training assistance for military and civilian related subjects
  • Individual performs at the career level with proven performance applying a wide range of technical and Instructional Systems Design (ISD), teaching and mentoring principles, theories, and concepts.
  • Working under only general direction, provides technical solutions to a wide range of training development and course execution projects.
  • Independently determines and develops approaches to solutions.
  • Coordinates with appointed ANDSF leadership for training plans and schedules for daily student activities.
  • Oversee the evaluation of ANDSF Local National instructors at identified ANDSF training locations to improve the overall effectiveness and quality of the courses of instruction.
  • Evaluate the ANDSF Local National instructors’ ability to train ANDSF EOD and CIED students to respond to the IED threat through training, evaluation, and education to include but not limited to: IEDD training, EOD training, Exploitation Training (ET), EHRT Training, CIED awareness training to include T3, CIED leader/staff training, FOM mine roller operator course to include T3, Mine Roller Maintenance to include T3, RCC Training, Counter IED course, and Triage Training.
  • Assist, as necessary, ANDSF Local National instructors with training ANDSF personnel as EOD technicians such that students are systematically developed through theory and practical training, imparting students with the entire repertoire of core skills required to effectively and safely dispose of all conventional munitions likely to be encountered in the current Afghanistan theatre of operations.
  • Assist, as necessary, ANDSF Local National instructors with training ANDSF personnel as IEDD technicians capable of destroying or rendering safe all variants of IEDs.  
  • Assist, as necessary, ANDSF Local National instructors to prepare certified ANDSF EOD/IEDD personnel.
  • Assist with organizing training teams to ensure that each function is fully addressed in each team to include cross-training to ensure the full training requirement is met in the event of a team member becoming ill or otherwise absent. Cross training shall ensure that ANDSF instruction and qualification continues without degradation due to the Contractor’s force structure.
  • Support the transition of all CIED mission training and education to the ANDSF in a manner that is consistent with the end state. This will be coordinated with RS CIED. The Contractor is required to develop meaningful approaches to achieve the end state and present these findings to RS CIED.
  • Provide recommendations and data to support meeting the end state to include but not limited to training capacity and measures to increase throughput in all training programs and locations.

Required Qualifications:

  • Previously qualified Explosive Ordnance Disposal (EOD) qualified professional with over 10-years of operational and deployment experience.
  • Exhibits excellent writing skills and demonstrates mastery of grammar, punctuation, and spelling. Expert with all Microsoft programs.
  • Exhibits a high degree of attention to detail while designing, developing, and editing course products.
  • Capable of working under tight deadlines and managing tasks through to successful completion.
  • Able to work well with U.S. and foreign SME’s in a group or independently with minimum supervision.
  • Formal instructor certification (military and/or commercial) required.
    • Contractor shall possess demonstrated three years of military experience in operational and high threat environments to include not less than one year of experience in each of the following disciplines: EOD, IEDD, RCC, CIED, HHMD, robot operations and repairs as well as all aspects of EOD/CIED mission planning, reporting, evidence collection, evidence submission, and after-action review processes.
  • Ability to interface with all levels of US and foreign military command.
  • Able to meet customer requirements for deployment.
  • Must possess a US passport.
  • Shall be able to obtain and maintain an active Secret Clearance
  • Must meet deployment medical readiness requirements Preferred Qualifications:
  • Formal military instructor certification or civilian equivalent highly preferred. Recent experience conducting group-paced instruction via an interpreter preferred. Recent deployed experience in the CENTCOM AOR preferred.

Desired Qualifications:

  • Master Instructor certification preferred.
  • Formal curriculum development training, certification and experience is highly desired.
