Program Security Specialist

We have an opening for a Program Security Specialist to provide complex and dynamic security support to a variety of LLNL, Department of Energy (DOE) and customer missions. This position supports the Special Security Officer (SSO) in the Field Intelligence Element (FIE) within the Global Security (GS) Principal Directorate.
 
This position will be filled at either the J01.2 or J01.3 level depending on your qualifications.  Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties
- Provide security support and oversight for a FIE program working with the FIE Contractor Program Security Officer (CPSO).
- Function as a physical security specialist based off DoDM 5205.07 Vol 3 and ICD 705 requirements.
- Review programmatic work for compliance on markings and classification management with LLNL, Department of Energy (DOE), Department of Defense (DoD) and Intelligence Community (IC) directives, orders and requirements.
- Serve as the Top Secret Control Officer (TSCO) for various SIPP programs. This entails accounting for and the control of each program document or disc generated, received, transmitted, or distributed from non-DOE partners from inception to disposition.
- Assisting the FIE CPSO in ensuring the Security Education Training and Awareness (SETA) for FIE programs are appropriately implemented in accordance with DoDM 5205.07 Vol 1-4.
- Responsible for conducting an annual inventory of all accountable program material.
- Conduct security awareness education and provide training briefs in accordance with LLNL, DOE, DoD and IC policy.
- Develop solutions to complex security-related problems and issues.
- Perform other duties as assigned.
 
In Addition at the JO1.3 Level
- Serve as a subject matter expert on DoD program requirements based on DoDM 5205.07 for the Special Security Office.
- In conjunction with the CPSO, coordinate with program sponsors to create a secure environment to facilitate the successful development and execution of a SIPP program in accordance with LLNL, Department of Energy (DOE), Department of Defense (DoD) and Intelligence Community (IC) directives.
- Develop and maintain proper documentation for information, personnel, and physical security procedures as required by DOE, ODNI, and sponsor directives. Establish, conduct, and document initial, event-driven, and annual refresher training for all assigned program individuals.
 
Qualifications
- Bachelor’s degree in related field or equivalent combination of education/training in a security discipline(s) and related security experience performing work independently.
- Working knowledge of and experience applying DoD SAP and IC practices/policies and security requirements in a classified environment.
- Demonstrated working knowledge and understanding of the DoD requirements for the protection of SAP programs.
- Experience conducting physical security assessments and implementing corrective actions.
- Experience reviewing, evaluating, and assisting with the development of implementation plans for DOE and ICD  physical security orders, manuals and other directives relating to physical security. 
- Experience performing CPSO, PSO, or GSSO type duties.
- Demonstrated working knowledge of orders and regulations related to SCIFs and SAPs.
- Experience developing and writing clear and concise assessments, corrective action plans, policies, procedures, and reports. 
- Demonstrated fundamental written and verbal communication skills and experience delivering presentations and preparing written reports.
- Demonstrated effective analytical and research skills.
- Experience conducting assessments and investigations.
 
In Addition at the JO1.3 Level
- Experience developing and writing clear and concise policies, procedures, investigative narratives, formal reports, and other correspondence.
- Broad knowledge of and experience with security principles; in-depth knowledge of and experience with regulatory requirements with security principles; in-depth knowledge of and experience with regulatory requirements/guidelines and compliance issues for related security disciplines.
- Experience administering security requirements in physical, technical, information, personnel, or cyber security; including analyzing and interpreting policies, or directives, writing and reviewing security plans, and identifying and conducting assessments, audits, and inspections.

Desired Qualifications
- Advanced knowledge of DoDM 5205.07 Volumes 1-4, DOE Orders governing a variety of safeguards and security disciplines and LLNL security policies and procedures.
- Experience as a Derivative Classifier or willingness to complete necessary training.
- Working knowledge of and experience applying LLNL, DOE, DoD and IC practices/policies and security requirements in a classified environment.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.  Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.  Please note that your current active Q or Top Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may be subject to reinvestigation of your existing Q or Top Secret clearance.
