Naval Maintenance Functional Analyst 3 (various locations)

Job Description

POSITION SUMMARY:
Under minimal direction, formulates and defines systems scope and objectives through user needs and an understanding of business systems and industry requirements.

Duties and Responsibilities:
 Act as business process and technical advisor to Navy customer on matters of Naval Ship maintenance AIS systems. Provide representation for Business Process Requirements, Legacy Maintenance System Transformation, new system requirements, demonstration, training and implementation support.
Provide in depth technical expertise for enhancements, implementation, and interfaces for enterprise transformation of Legacy DoD Maintenance Systems.  Provide technical assistance and guidance to Functional Maintenance Analysts, Maintenance IT Specialists and Fleet users.
 
RESPONSIBILTIES:
Performs at an advanced technical level on all phases of analyzing business and user needs, documenting requirements, and translating into proper system requirement specifications. Develops or modifies procedures to solve complex problems within information systems. Acts as liaison between end-user communities, stakeholders, and service providers within an enterprise. Interviews personnel from functional user area under study to learn general purpose of systems and information requirements of positions involved in the data flow. Analyzes client resources, including funding, personnel, and unfunded requirements. Analyzes business and user needs, documents requirements, and revises existing system logic difficulties as necessary. Tracks and documents changes to functional and business specifications. Monitors and documents post-implementation problems and revision requests. Develops, coordinates and implements plans to test business and functional processes during system development and quality assurance testing. Trains and provides guidance to less experienced Business Systems Analysts.


EDUCATION & EXPERIENCE:
Typically requires bachelor's degree or equivalent, and five to seven years of related experience.
 

Required Qualifications:

Navy Maritime Maintenance Domain experience required.


Desired Qualifications:
Ideal candidate will have knowledge of Navy maintenance business processes, legacy maintenance systems, maintenance data file interfaces and communications.  Ability to capture business system requirements and prepare systems specifications that lead to successful transformation of legacy maintenance systems.  Excellent leadership and communication skills (verbal and written) desired. 
 
PHYSICAL DEMANDS:
Normal demands associated with an office environment. Ability to work on computer for long periods and communicate with individuals by telephone, email and face to face. Travel is required.
