Responsibilities

This contract supports the Deputy Under Secretary of the Air Force, Management and Deputy Chief Management Office (SAF/MG) to identify and implement more effective and efficient ways to support Air Force business operations and refine the development of Defense Business System (DBS) requirements supporting the Business Mission Area (BMA) Information Technology (IT). 

Candidtae comprehends customer’s business process improvement requirements and translates them into IT requirements. Develops detailed IT Functional, Technical and Lifecycle requirements. Analyzes IT Requirements to develop Course of Action (CoA) Evaluation criteria. Develops questionnaire from CoA Evaluation criteria to facilitate market research. Analyzes COTS and GOTS and scores them against different CoA criteria. Decomposes Information Assets and develops Data Models. Works with different SMEs to understand and articulate System to System interfacing, data exchange requirements, web services requirements and captures them in Service Reference Model. Additionally, Systems Analyst will provide a more targeted and cost-effective method of aligning required skillsets to TOs based on the scope and complexity. Has an expert level of knowledge and experience with Enterprise Resource Planning Systems (ERPS). Capable of understanding how IT requirements use Information Assets to complement identified BPR actions. Suggest and help adoption of industry best practices to Air Force processes. Knowledge in SSDP/BCAC and amd other AF processes. 

Demonstrated experience in consulting with a specialization in business and operational process change. Provides process engineering technical support expertise to production activities and plant projects to improve unit operations. Analyzes processes and re-engineering alternatives, with an understanding of technical problems and solutions as they relate to the current and future business environment. Creates process change by integrating new processes with existing ones and communicating these changes to impacted Business Systems teams. Performs supply chain analyses and develops related recommendations. Uses analyses to develop recommended operational improvements, lowering costs and improving customer service. Recommends and facilitates quality improvement efforts, such as Six Sigma, ISO 9004. Has specialized experience in modeling business processes and requirements (using structured tools and techniques, i.e. use-case scenarios) and integrating them with data and system architectural models and requirements. Experience leading requirements modeling activities with Functional SMEs and stakeholders.

Qualifications

Requires 12 to 15 years with BS/BA or 10 to 13 years with MS/MA or 7 to 9 years with Ph.D.
