Business Development, Capture and Proposal Management Specialist

This is a part-time temporary position of undetermined length.

Job Description:

The Business Development, Capture and Proposal Management Specialist supports the Global Training Solutions (GTS) business area in Business Development, Capture and Proposal Management in building customer relationships, positioning the company for large strategic capture pursuits and supporting business level captures with DoD customers. The individual will support Capture and Proposal leadership in the management and execution of critical program competitive capture efforts. Specific responsibilities may include leadership and facilitation of the capture team, development of the win strategy, teaming strategy, value proposition, competitive analysis, price-to-win analysis and overall responsibility for assisting leadership in positioning GTS to be the successful bidder. The successful candidate will have an understanding of Business Development, Capture and Proposal development processes. Specific experience leading teams to capture competitive pursuits is highly desirable.
Basic Qualifications
• 10+ years of related demonstrated track record leading large capture and proposal efforts in the DOD and other agencies within the Intelligence Community with contract values in excess of $100M
• Experience leading efforts in Business Development and Capture Management demonstrating an ability to build winning strategies
• Working knowledge of DoD and US Army Training requirements, performance specifications, and risk management
• Advanced understanding of the government procurement, fiscal, and regulatory environment
• Strong problem solver with demonstrated ability to build teams, influence positive results in a matrix environment
• Experience leading proposals
• Experience implementing standard proposal processes or procedures
• Experience leading competitive strategic proposals ($50 to $500M range or has been a Book Boss/Volume lead on a strategic proposal ranging from $500M to $1.0B)
• Experience using technical acumen (proposal/capture process)
• Experience in Microsoft Office skills (Word and PowerPoint)
• Bachelor's Degree or equivalent experience
• Capture/Proposal/New Business Experience
• Customer insight and ability to identify key customer needs
• Excellent communication skills
• Ability to work independently and with a team
• Self-starter, will take the initiative to get things done

Required Skills:
  • Prior experience leading in the following areas: Competitive Analysis, Win Strategy development, Strategic Partnerships, Engineering background, and Live, Virtual and Constructive training experience
  • Ability to work in an ad hoc group without formal management lines of authority
  • Knowledge of DoD Acquisition System process a plus
  • Demonstrates strong team leadership and interpersonal skills requiring minimal direction
  • Ability to manage diverse teams
  • Prior military experience
Minimum Education Required:

Bachelor’s degree in Business Management or Engineering or other related fields.
