Business Continuity Planner with TS/SCI clearance

Job Description

Analyzes user needs and performs research and functional analysis on a variety of projects.

 

Position Overview:

 

Supports the Agency planning for mission assurance of operational and business functions. Provides strategic direction, vision, and leadership by:

Interpreting government regulations and applicable codes, and advises government management on the best course of action to ensure compliance.

Developing programs, procedures and contingency plans based on a risk approach and proposes solutions that monitor, evaluate and enable resolution of safety and continuity of operations compliance.

Performing business impact analysis, risk assessments of essential functions and/or information systems.

Overseeing the development, integration, and exercising of contingency plans. 

Preparing and conducting briefings and overviews to educate Agency personnel.

Preparing and submiting position and information papers in response to government requirements.   

Demonstrating considerable expertise in providing solutions and recommendations based on internal and external factors.  

Monitoring contingency plan exercises, assessing plan effectiveness, and recommending plan improvements to improve responses to emergencies.

Being cognizant of national and DNI policies and providing expertise to act as a trusted advisor to NGA senior leadership. 

Being able to provide strategic direction in leading activities in support of team and enterprise objectives

 
 

1. Analyzes user needs to determine functional requirements for a wide variety of projects.

 

2. Performs technical assessments aimed at improving client systems.

 

3. Performs functional allocations to identify tasks and their inter-relationships.

 

4. Researches, identifies, and recommends resources required for task execution and completion.

 

5. Performs functional modeling based on requirements analysis.

 

6. Develops new systems or updates existing systems to meet client needs.

 

7. Serves as technical advisor to clients in assigned subject areas, recommends functional changes, and identifies areas for further investigation.

 

8. Generates recommendations in the form of technical briefings, reports, and other major documents provided to senior level client personnel.

 

9. Consults with clients to determine optimum design for assigned projects.

 

10. Identifies emerging relevant technologies that may result in improvements to current processes and systems.

 

11. Writes and updates project documentation including system procedures, presentations, and training materials.

 

12. Conducts functional testing of various systems.

 

13. Provides guidance and work leadership to less-experienced analysts, and may have supervisory responsibilities.

 

14. May serve as technical team or task lead.

 

15. Maintains current knowledge of relevant technologies and subject areas.

 

16. Participates in special projects as required.

Education

Bachelor's Degree in a related technical discipline, or the equivalent combination of education, professional training, or work experience.

Qualifications

Required:

  • 8-10 years fo related experience
  • TS SCI with Poly Required
  • Proven experience effectively prioritizing workload to meet deadlines and work objectives
  • Demonstrated ability to write clearly, succinctly, and in a manner that appeals to a wide audience
  • Proficiency in word processing, spreadsheet, and presentation creation tools, as well as Internet research tools
  • Experience designing, coordinating and conducting continuity exercises in accordance with (IAW) Department of Homeland Security (DHS) Exercise Evaluation Program (HSEEP) guidelines. Research, formulate and document reconstitution and devolution strategies.
  • Experience in three (3) or more of the following areas:
    • Continuity of Operations
    • Continuity of Government
    • Business Continuity Planning
    • Information Technology Disaster Recovery
    • Crisis Management
    • Information Security/Operations
    • Continuity Strategic Planning and Policy
    • Enterprise Risk Management
    • National level homeland security or continuity of operations exercises.

 

Desired:

  • Certification from the Disaster Recovery Institute International (DRII) or a Certified Information Systems Security Professional (CISSP) desired.
  • Experience with Information Assurance concepts and processes within the Federal government
